Not really got a clue, but I'd like to focus mainly on the debuff toggles... any basics I need to know?

I'd say:
Radiant Aura: 1-3 Heal 0/1 EndRdx 0/1 RechRdx
RI: 3 ToHit 2/3 DefDebuff 0/1 EndRdx
EF: 2/3 EndRdx 0-2 RechRdx 0-2 Range
AM: 3 RechRdx 3 EndMod
Mutate: 1-3 RechRdx
LR: 3 RechRdx 1/2 Acc 0-3 Slow
CC: 2/3 EndRdx 0-3 Hold 0/1 RechRdx
Fallout: IF you take it... Possibly damage and recharge, no idea really
EMD: 3 hold 2/3 rech 0/1 ACC

EF with range and recharge enhancers? Pretty wasteful. 2-3 endredux is all it needs (or ever wants) from you. Likewise with Mutate. One recharge is plenty. LR is good with 2acc 3recharge. Extra slows are not needed, it's a massive debuff as is. Personally I'd say Choking Cloud needs at least 2 hold durations in there to start being effective.

My Current slotting is:

RA 3 Heal, 3 Rchg (might be overkill but I like it to be ready whenever I need it)
RI 3 Tohit Debuff, 3 Def Debuff
EF 3 EndRdx
AM 3 Rchg, 3 EndMod
Mutate 1 Rchg
LR 2 Acc, 3 Rchg
EMP 1 Acc, 3 Rchg (I tend to use Amplify or Power Build Up before it)

I don't have CC or Fallout.

For me I have atm:

Rad Heal - 3x Heal / 1 End Red / 2x Recharge Red

Rad Infection - 3x ToHit DeBuff / 1 Def DeBuff / 2x End Red / 1 Recharge Red

Enervating Field - 3x End Red / 1 Recharge Red

Mutation - 1 Recharge Red

Lingering Rad - 3x Recharge Red / 2x Acc

Acc Meta - 3x Recharge Red / 3x End Mod

CC - 3x Hold / 2x End Red

EM Pulse - 3x Hold / 1 End Mod / 2x Acc

You'll find Endurance Cost on a Rad Def is very low (especially when coupled with vigilance...or whatever it is defs have, can't remember cos at work).

For Capt I have the following:

- Healing Aura
3xRchgeRedux
3xHeal

Endurance cost is pretty high with this, so could possible substiute 1 or 2 slots with EndRedux depending on how much you use your heals.

- Radiation Infection*
2xToHitDebuff
2xDefDebuff
1xEndRedux
1xEnzymeExp

End cost on this is actually pretty low. If I didn't have my Hami-O's would most likely place in 1xEndRedux or 1xToHit (as you will have a number powers at your disosal that give def debuff).

- Accelerated Metaolism*
3xRchgRedux
2xEndMod
1xEnzymeExp

Provides resistance to mez with bonus to movement and RchgRedux. Replace Hami-O for another EndMod.

-Mutation
1xRchgRedux
1xEndMod

Great revive, but you'll find not used much in latter levels/PvP. Like a mini AM buff when revived with this power, EndMod gives it that extra little kick.

-Enervating Field
1xEndRedux
End cost much higher than RI. Would only slot with 1EndRedux and place slots in other powers

-Lingering Radiation*
3xRchgRedux
2xSlow
1xAcc

Good slow affect that lasts.

-Choking Cloud
2xHold
1xRchgRedux
1xEndRedux

Surprisingly doesn't cost you much endurance when on. AutoHits not too great, therefore would slot with holds.

-Fallout*
3xRchgRedux
3xDmg

If you feel not going to be using too much, have just 1RchgRedux and either place other slots in other powers or 1xDefDebuff + 1ToHitDebuff

-EM Pulse*
3xRchgRedux
2xHold
1xLyzsomeExp

Hold duration already very potent, so if not available, change Hami-O for EndMod for added endurance sapping.

Darkshift goes at it like this:

Radiant Aura: 3x Heal / 2x Recharge Red / 1x End Red

Rad Infection: 3x End Red / 3x ToHit DeBuff
(I've got a Hami-O in this, so there more Def Debuff than is really neccessary. )

Enervating Field: 3x End Red

Mutation: 1x Recharge Red

Lingering Rad: 2x Acc / 3x Recharge Red

Acc Meta: 3x Recharge Red / 3x End Mod

Choking Cloud: 3x End Red / 3x Hold
(Don't use Choking Cloud myself, the high End cost and lack of accuracy are too much for me.)

Fallout: Waste of a power.

EM Pulse: 2x Acc / 3x Recharge Red
(Rarely used without Power Build Up.)

My slotting on Neutrino Ghost:
Radiant Aura: 3x Heal / 3x Recharge Red.
Radiation Infection: 3x TH debuff / 3x DEF debuff (this may be why I find CC more useable)
Ennervating Field: 3x End reduction
Mutation: 1x Recharge
Acc Metab: 3x Recharge / 3x EndMod
Choking Cloud: 3x Hold / 3x End Redux (I run this constantly - it's a substantial component of my defense since the reduction of TH debuff enhancements)
Lingering Rad: 1x Acc / 1x Recharge (could do with more, but I don't use it all that heavily)

CC: 2/3 EndRdx 3 Hold
Fallout: Don't take it
EMD: 2 hold 2 rech 2 ACC
