Is a (near) perma build-up possible?
Nope, not even with quickness, but the short boost is usually all you need.
Build Up has a 90 second recharge time and a 10 second duration.
In order to get it perma you need a recharge buff of +800% as recharge time = base_time * 100/(100+recharge buff)
3 slots gives you a recharge buff of +95%
6 slots of +3 SOs gives you about a recharge buff of +116%
Hasten when it's up gives a recharge buff of +70%
Quickness gives a recharge buff of +25%
Accelerate Metabolism gives a recharge buff of +25%
Speed Boost gives a recharge buff of +50%
So the most a scrapper can get by himself is 116+70+25 = 211%, meaning that you have a 30 recharge or about 21 seconds downtime.
In order to get above 800 from there you would need 24 kinetic defenders to speed boost you. I suspect there is also a recharge cap which may wreck this plan.
However with only 3 slots Build Up gives you about 35 seconds of downtime. This is the equivalent of a 22.2% damage buff over time for all powers so it is a worthwhile power, it's like having an extra 2 thirds of an SO in all powers.

It's well worth getting and 3 slotting with recharge SO's. My en/en blaster has it ready in the beginning of each fight, and sometimes in the end, depending on how long the fight is, naturally. But one Build Up and a cycle through my powers usually floors a +2 boss.
Not a lot of people like it, but I found adding one "To Hit Buff" SO into Build up made a huge differance in countering any Accuracy Debuffs I got hit with.
Depends if you can spare the slot.

I have focus chi whh is similar on 3 slot rec red. And with hasten its very nice.
How would the Claws Follow Up compare for buffs etc? as with 4 slotted hasten, and no rechargers in the power itself, i seem to be able to get it perma, depending on hitting a foe, is this right? or just the icon staying for longer than the power?
It is accuracy based though, so that has to be factored in.

I'm currently building a PvP scrapper, and haven't factored build-up in so far (I've only planned up to level 30). However, I feel it may have a benefit if I can get it running pretty much all of the time, but don't want to bother if it's just a quick occasional thing.
(Yeah I'm aware of the diminishing returns, but perhaps it might just be enough?)
How often would I be able to use it if I triple slotted it with hasten? How about six slotted?
Also, how about if I throw quickness into the mix?
