I use this bind "powexec_toggleon Super Jump$$++up" to start SJ and get me jumping.

I'm with Psy on this one, IR has caused me no problems on my Kinetics. 45 seconds is plenty of time to get me across one zone to another and if it doesn't, hasten makes up for the recharge time more then easily.
More to the topic though, you can go through with Siphon Speed but in later levels where you may have to use the powers on +2s/+3s or more it can be hazardous.
What's even more annoying is that if you miss then you have the pain of waiting for it to recharge before you can try again.
I took SS as a recharge power, plus to enable me to keep up with my SB team.
I found that SS was getting increasingly difficult to hit higher level mobs, so I took CJ, SJ and am on my way to get Acrobatics soon.
I can see SS being very risky in PVP but I have no personal experiance on this (anyone tried SS in pvp?).
I suggest getting a respec, and trying it on the test server. Im thinking of getting a respec and going to test both ss and IR to see if I want to take out sj as my travel.

it's not risky in PvP at all... in fact it's quite good. Was in the arena this week and was annoying a scrapper by running away all the time
I used siphon speed as the travel power on my defender until lvl 18, when I picked up IR. Have to be careful who you siphon off, and missing is a pain, but to be honest, I'm glad to have the extra power slots for other powers.
My little kinetic also has hover, which is almost as fast as fly with three flight speed slots and siphon speed stacked on top. She really has no problems getting around. If it's too tricky to siphon speed, she can always bounce. I'm loving the other power choices too much to miss a pool travel power.

I have Siphon Speed: 2x ACC 3x RecRdx 1x EndRdx (I'll spec out of that extra slot once I have transference)
I also have IR, currently just a jump speed.
In zones below my level I use SS, whenever its up so I can with hasten stack three briefly. IR when travelling is on auto so it kicks in as soon as its up. In zones at my level I pick my targets some I avoid, Tsoo Yellow inks mainly, others I know I can get away from with ease so siphon them. I miss about once every 20 shots so I don't have an issue with it. In higher zones (and currently teaming with a scrapper in bricks) I either wait until I'm in SK range or just use IR.
I will eventually probably get Super Speed or Teleport but neither are urgent. I might respec into Leaping pool as acrobatics would be nice, or I might spend time leveling Good Cop who is my other Kin/* they can then both buff each other with ID removing the need for Acrobatics, plus buffing each other with Speed Boost means stacking siphon speed gets up to 4/5 instances.
It's nice as a travel power at the lowest levels, but Superspeed is so much better it makes no sense not to take it...
Unless you don't have room in your build? Or aren't taking hasten? Siphon Speed and IR are both useful powers that most Kinetics will take for the usefulness anyway. Personally I don't like Super Speed I might take it but it will be a throwaway level 49 power if anything, Teleport of Fly has far more use and I don't get either power as part of my normal powers.
My Kin defender has had every travel power except Superspeed.
I have never relied on Siphon Speed, but one of my builds did use Inertial Reduction as the only travel power. With 1 recharge it is perma IIRC. It is a perfectly good travel power, just as good as SJ. The only time it falls down is when you need to use it and your team members are near but don't want it. For instance at the end of the Hess Task Force I activated it to make a quick getaway and I'm sure I caused the death of one of the other team members.
At the moment I use Super Jump for Acrobatics though.

Siphon Speed goes well with Fly, giving it decent speed for travel and making Hover really comfortable to use.
I have tried it as a replacement travel power, and found it very dangerous. If you miss, your target comes after you. If you hit, you are like a slower superspeed without the stealth. Neither is very good.

Double stacked Siphon Speed on Hover is lovely. I made the mistake on my Hover/Fly kin build of not slotting Hover or Fly with enough flight speeds which was a pain as it was a staminaless build too so I would get stranded in slow hover mode every now and then and find it impossible to keep up with my speed boosted teammates. Also I got annoyed at having to retoggle from mezs so I got Acrobatics.

I was planning on this on my new Kin/Energy defender. Using SS to get around Hollows is handy, at at lvl 8 I got Recall Friend for quicker than average getting the team to missions, maybe getting Teleport as a travel power proper at 14. Then respec at 24ish, to rid myself of the Teleportation pool (as everyone tends to have no problems travelling at that level, so Recall isn't as essential) and use SS (sometimes) and Inertial Reduction as my travel power.
For my corrupter I'm taking flurry and superspeed so I can shout 'Yesssssss, flurry!' before I do it and then might respec it out after I get inetial reduction, depends how much fun I get out of flurry in the intervening period.

DOn't use it as travel power use it for the slow+ self recharge...its also a lot better in pvp then pve..later on when you get internal reduction you can combines those 2 without having a travel power tho (IR is very..VERY good) (you might wanna put 2 slot in sprint tho for those ghost mishes^^)
