This is a proposed new build for my blaster, who I haven't played much in months. The old build is pre-ED and has been seriously messed up due to a build change I made sometime in S4 which didn't go well.

I drop my 50's fast after their final ding so I'm not sure he will get much of an outting or where, but I would like him to be useful if I blow the cobwebs from him.

My epic is a change from my previous build which had munitions. And I have always ran this alt with two travel powers for my sins.

I know a lot of people aren't fussed with Blizzard and I have no idea if the slotting is actually the best there could be for that power but the idea of stacking debuff's when it drops sounds like it could be useful, especially as I always did drop it in conjunction with ice storm slotted for slow.

I'm assuming you'll be using this in PVE as I don't see you slotting 2 acc's on ever attack. I don't see the point then in putting all those tohit buffs on aim and build up, as there is very little to no enemies in the game that require that much accuracy to hit.

I'd save all those slots and put either some end reducs or another recharge on all your attacks(except for Ice bolt).

Why not take Frost Breath for AoE damage? Why are you taking stealth and slotting it with defense buffs? It's a waste of slots.

I take it the slotting 'norm' for pvp is 2 acc? I ran my pve build for S4 which I found ok with 1, then again that was a long time ago when pvp was new here.

BU and Aim strangely I didn't change, that was my slotting pre-ED. I suppose it answers the question as to why I could hit MoG'd PP's.

Frost Breath has no interest for me. Had it, didn't like it, dropped it. Not much point in having one AoE attack like that when everything else is single target imo.

Stealth again is a leftover from my trip to 50, I'm open to suggestions as to what I could replace it with.

Well it really depends on what you're planning on doing with it. I'd defenitely pick different powers for PVP then I would for PVP. Also, I'd say that Ice/Ice was hit pretty damn hard by ED damage wise. The damage on the secondary was already pretty damn weak, but the primary made it ok.

I'd focus more on control type powers, like Shiver, Ice Storm, Ice patch and Chilling embrace. Start controlling mobs with holds, slows and knockdowns, then start picking them off one by one with your single target attacks.

I'd skip powers like health, stealth, Frozen Fists(Ice bolt does similar damage, but faster).

what about bitter ice ray instead of frezzing touch? a ranged hold is def better than a melee IMO

take ice patch a lot earlier, i don't know how many times it saved me ( and its fun watching mobs falling over themselves)

ANd combined with super speed, you can get in and out to another ranged position fast, if you queue Freezing touch as you start to run towards the taget. It'll actually activate once you've made it a fair enough distance past them. Of course you need to be aware of any surrounding mobs first

I suppose that's the problem I'm not sure if I'll use it for pve, pvp or nothing. I really need to decide then the build will really sort itself out. What are the musts for a pvp build, if I go that way?

My previous build had icepatch as soon as you could take it, it single handedly brought me my tankbuster badge. However as I got nearer to 50 it became less important. Probably my first 45 levels where done without tanks or controllers so I was controllerlite for my team. This is also my first build without BFR, my last build had 4 holds, FR, BFR, FT and Cryofreeze ray from the epics.

Well, I don't really know for sure. I can only tell what powers I've taken for PVP. I don't think it's possible to play this type of build like the regular blapper, as the damage is just too low. I think, now more than ever, you should focus on stacking your slows, completely destroying your opponents chance of fighting back.

I use Chilling Embrace, Shiver and Snow Storm from the Epic pool. Ice Sword for toggle dropping, Freeze ray and Freezing touch for holds, Ice Bolt, Ice Blast, Bitter Ice Blast, Ice Sword, Aim and Build up for Damage, Chillblain for -fly, Hibernate from the Epic pool for healing/panic button, Ice Patch and Blizzard for fun and perhaps untapped potential.
