Solo Scrapper on Highest Difficulty
/regen. Its simpel to use, and very surviable.
Primary doesnt matter that much in PvE. They are all pretty good. Some are slighty better in some situations, while others are slightly better in other situations.

Aye Regen would probably be best solowise because of the lower downtime compared to the others.
Saying that though, all are pretty good in their own way and doable at the highest difficulty, personal preference should keep you satisfied
I think the choice of primary is also important. It is easier to have one with a decent secondary effect and a good single target chain. Remember on the hardest difficulty you will only be facing 2-3 enemies per spawn.
So I wouldn't go for spines, not enough decent single target attacks at low level really. DA is quite good because of Touch of Fear, allowing you to take out an Lt or minion from the fight until you have defeated his mates, also Shadow Maul is really neat damage. MA has knockback, which is good as damage mitigation, especially against many nasty opponents. The swords have defence in Parry/DA. I'm not sure about claws.

But you will meet your end with the bosses where as a Super Reflexes will survive. Its not impossible but boss fighting is in my opinion quite easier with SR. Scrappers are a damagedealing powerhouse, that combined with great defenses against everything makes you astonishing both in PvE and PvP.
I've been having little difficulty with solo missions at the highest diffiulty as a MA/SR scrapper with very little downtime.

How easy do you want it? I found DM/Regen so easy on invincible I stopped playing it, especially solo. Started myself a DM/SR, which I duo. Dont duo on the highest setting (defence scaling and all) but against a single target I'm much tougher than my DM/Regen was, against large groups much weaker. My experiences of DA and inv were both a long time ago, deleted my DA before I4 came along and my Inv didn't see I5 but both seemed to be tough against groups and weaker against bosses. SR seems to be a good boss killing set, the rest are all fairly good for groups, how good depends on your play style. DA can struggle for end if you have an end heavy primary and want all the shields, if you dont want all the shields you should be a brute not a scrapper

I can solo all but EBs/AVs/GMs with a DM/Rgn on Invincible. SR is good but way too many toggles, Regen has one toggle. Plus with ToF if anything springs a surprise on me I can fear it. Only ever have problems against sappers and only then if I didn't see them, but thats not the set that me trying to be too quick.
Currently working on a BS/Regen, she is even nastier, as with Parry I have a good stackable +DEF (IIRC with 4x Parry I have +80% DEF ). On top of which her attacks are all good for damage, all I need for her is her final attack and I can survive without hasten (ie no gaps in the attack chain), and the attacks are superior to DM, and supposedly to most other Scrapper primaries. If it wasn't the most resisted damage type that is.
DM is good though as the negative damage portion of the attack is seldom resisted.
At level 50, both my Claws/DA and Spines/Regen scrappers solo on invincible quite comfortably.

Katana/regen can do the same trick, however, I'd love to know how you're planning to get four overlapping Parries. The maximum you can do with katana is two overlapping Divine Avalanches, and I don't believe the +DEF on Parry has a longer duration than Parry does.
Incidentally, katana (and I assume BS, my BS/Regen hasn't got Parry yet) plus Regen is a really effective combination, at least according to DrRock's Sustained Damage Anlysis gizmo. I'm hoping I get to 50 before they nerf it.
Actually, I can't help but think that some of the 'nerfs' they put in to the Regen set actually made it more effective in some ways. I'd imagine that Ringmistresses were more of a problem when IH was a toggle, for example.

Got to agree about the regen part - until you're fairly well up the lvls a +2 boss is going to cause you problems... and then you get IH and suddenly they don't
