Well I have access to the SG mission for the IoP, and thats just from a working mission computer... so if you want a raidable base, just do that...
If you want a fully functional base, then I think the best way is to start off with a secure plot... but then I've not done this yet, so don't quote me on that!
Yeah the problem is the raid teleporter, however if you craft and place the arcane version, that will just fit in the standard 2x2 room 
We *just* managed to do this for our Tiny Hidden Spot base, by:
- using the 1x4 Control Room plan along one edge of the map
- using the 4x4 Arcane raid teleporter
We now have 6 rooms + entrance + vault, 6 anchors, Raid teleporter, medical bay, Oracle and all the other required bits of kit...we think.
However, in the desc the next size up from Tiny Hidden Spot, it says "This is the smallest raidable base" - so the hours of Tetris-like rearranging may come to naught if the devs limit it to this one or bigger..?

we have a fully working riadable base on the test server, you can check off against that if you so wish.
if you stick to the small rooms you can get a workable base in the basic plot however a time will come in construction where you will have to make a choice bewteen having a vault hospital and teleporter as there is only room for two of these after you build you conrol room power room and workshop

Yeah you can make a 3 x 3 room (eg 9 in total including portal room) base that allows you to do the cathedral of pain trial and receive the reward. However it doesnt look to nice. We had one of these and just sold it all and rebuilt base with varied size rooms and a bigger plot. Looks much nicer now
Could you not craft all the things you need for the raid then sell the workshop, giving you more room? Not a perfect solution, but it would get you raiding faster.

We crammed all of these in:
- 2x2 Entrance Room (no anchor)
- 2x2 Power Room (Anchor 1, Arcane generator)
- 1x4 Control Room (Anchor 2, Arcane kit with Oracle)
- 2x2 Workshop (Anchor 3, Basic Worktable & Forge)
- 2x2 Base Hospital (Anchor 4, rez circle)
- 2x2 Teleport room (Anchor 5, Arcane Raid TP)
- 2x2 Teleport room (Anchor 6, Tech TP Pads x2)
- 2x2 Containment Alcove (no anchor, IoP Base)
Arcane kit seems to be better suited to small bases than Tech kit, particularly as Arcane Raid TP pad will *just* fit in a 4x4 room.

Is it possible to make a workable (Raid Ready) Base with just the basic plot?
The reason I ask is that I have tried to but don't seem to be able to fit all the rooms in....it seems the larger Teleport Room (to place the Raid teleporter) is the problem.
Obviously 8 rooms are needed, 6 of which need the anchors (Excluding the Vault and the base entrance Rooms).
I was speaking with a Coalition colleague who stated that they had already done the SG Mission for the IoP, with just the basic plot.
Anyone help?
