mind/storm is nice for pure control, so is mind/kin (triple damage if you hit them with a hold when you do your heal, which drops an unresistable immob).
Basically, choose one of the controller sets you like the look of and it's not hard to adapt it for PvP 
yep i think mind is the best set primary for PvP, i think mind/rad/fire would be great in PvP, never seen any though. From expereince fire/rad/primal does really well in duals to.
But remember in PvP its all done to the player.

ice/storm baby, ill/rad is also freakishly strong, so is ice/rad, as you can lay down the debuffs and ill has a strong primary attack. However, Ill doesn't fart about with any immobilises, so it's tricky to keep a guy at bay while you try and bolt it.
Spectral Terror is the illusion's trump card though. Ill/storm could be potent as melee ATs couldn't get close, and fear on the squishies helps loads too.
There really isn't a cookie cutter build for PvP, depends who you team with, Laustin's reasonably good with 1 on 1's with a defender, troller or blaster, but against scrappers and tanks he's rather weak.
I'm going at it for a different angle. I've decided on Gravity Control/Forece Fields. Build listed below, let me know what you think.

Screw Teleport, get Haste and Superspeed, Superspeed is great for Force Bubble positioning, Teleport foe wont be great either, with the huge force bubble it'd be better just running them into a corner as they'd only get close to you for a hit in.

i agree with hobo and also here is my comment
forget the whole tactics tree as u not really need it....plus u ll be already toggle heavy with force bubble so tactics will just add up too much.Since force bubble unveils stalkers anyway u not need the +perception bonus really (talking about high level zones of course) and with PFF u are a pain in lower level zones.
Go for a 3acc slotting in your attacks. Hasten and SS will help you in positional advantage all around plus tp foe is not a must have power and many times can be tricky depending on who u tp to u.
Drop crush and take Lift at level 1. You won't need it once you get Crushing Field. Slot wormhole 3 range, 3 acc. The other things aren't really needed. Drop Dimension Shift. I have yet to find a use for it beyond "in theory" uses. If you're going PvP, take Force Bolt. It drops toggles and recharges in about 3 seconds.
hehe grav/ff will work nicely. Wormhole them into a corner and keep em at bay with force bubble will be nice to check it out.
If you have detention field there, is no realy need for dimension shift, only difference is AoE and single target, i'd use detention field on the trollers.
When levelling your troller also think about getting the team buffs, they'll help your team out nicely. Then later on respec into a full PvP build.
You should prolly get propel. You can survive the long animation with forcebubble. It does tons of nice damage with containment (plus it looks really cool 
)
You can always ditch either single or aoe immob. You dont need any of of them.
I also agree with all of Hobo's comments. Wormhole can make up for the lack of TP-foe (its even a better power)

I'd say you need a good manoeveuring power to work with the force bubble, bubblers are VERY annoying in PvP - but watch out for the endurance. Also watch out for controllers with confuse.

Seriously, Talin isn't the only good PvPer on Defiant. There is at least one other supergroup that is VERY into PvP....
As stated above, i want a pvp build controller. But not having much experience with them, im not entirely sure what would be good vs what will be effective. Any suggestions?
