I don't know what a "good" base means, but if we consider a base with it's first telepad linking you to two hazard zones you'll need around 1.2 million prestige. You get 15k per SG member, but even taking that into account your SG will have to put in around 500 man hours to earnt that lot.
Between three people, that's a lot of gaming.

In fact you get 20k per member for the first 15.
It doesn't take long to get a supergroup base up and running. With a handfull of active members playing in supergroup mode you should be able to get the basics in a few weeks. A large supergroup playing regularly in supergroup mode you should be able to rack up enough prestige in no time.
A basic base, Consisting of power, control and a workbench will cost you 750k. Teleporter rooms cost 150k, a crafted telepad costs 15k, beacons cost 10k each. Crafting a telepad is extremely easy I have enough salvage to build about 20 of the damn things at level 25. Been in the supergroup for about 15 levels.

I think building a base with 3 people will take some time but it is posible. I am gaining around 2k-3k prestige/hour. If you want a larger base you need more members.

almost 5 years ago we started with SOF II and we have a continues group of international members of 25 to 30 peeps now! still rockin![a whole other game offcource]
and because there are manny members that play other games as well, we tought about expanding our community by startin to play COH/COV
more members announced to get on to this game to ! so it will not stay by 3
the goal is to form a larger SG.
what i mean is: should i wait to start building, wen we got more peeps in the SG, or can i just start now and expand later.

You'll find it hard to do anything with only 3 members, atleast untill you start racking in some prestige.
Sure, you could decorate the portal room, but adding an other room will cost atleast 100k prestige.
So if you actually want to make something, you could wait till you've banked about 750,000 prestige. Plus some change for decorations (a few K should be enough)

If you have nothing useful to say, you have two choices: Say something useless or stay quiet.
My advice would be to pad the SG with a few alts, 4 each to get you to the magical 15 and your 300k starting prestige. You can always start deleting them when you get new members.
but, if you're not in any rush you can go down, register for your base and kit out the one room with some nice decorative items - giving your toons somewhere to hang out (if you're in to that sort of thing).
Remember, with bought items, including rooms you can sell them at any time and redeem 100% of their value. So if you want a base, don't mind it being small and non-functional to begin with then go do it.

Just gonna be blunt here 
Your not gonna achive anything with 3 members... at all!
As things are now, getting a good base up and running, takes alot of time and effort. I'm a SG (VG if u want) leader on Union, just hit 30 (so that is about 20 levels with the SG mode on) and I've earned 140k Prestige alone...
Wich isn't really that much, but then we have the core of the SG, wich have made about 600k togeather, besides that you have the alts and lower level members that comes to around 150k + the 15 first members ( we are about 30 or so ) with the bonus 20k pre.
So as you can see, we are well on the way, but alone (or 3 of us) wouldn't do anything :P
We have a workshop (basic and advanced) up and running, holo display for more control and a super computer to give us SG missions! Soon we will have a teleporter room up with 2 teleporters and 4 beacons! Things are going MUCH faster than I thought they would when we started out...
Keep on it mate, is all I can say, but get members... or at least put in Alts to get your bonus 20k pr. member That will set you off on a good start.

COH is the second game and we are lookin for new[xtra] membs naturally!
this is just a start. so best is to wait and get a lotta membs first and play as much as we can in supergroup mode?
to earn the money and start buying and building after that.
then thats what we will do !!

also we do a lot more in our community... like teamspeak - clanmeetings[like paintball and barbeque,bowling, nights out] - we visit each other in each others countrys on holidays[international] - and we game a lot....

im a lvl 14 mutant scrapper and the Supergroup Leader,named DawgTagZ.
