I don't believe the initialisation of a base costs any Prestige at all. All decorations, functional items, plot sizes and new rooms to cost Prestige. Anything you delete is refunded at full Prestige cost, except items crafted from Salvage.
You do have to have CoV to enter a base. You do not have to have CoV to contribute to an SG's Prestige fund.
wish my sg had that much prestige to play with, after 2wks we only have control room/mainframe, energy terminal/basic generator and a workshop/basic workbench, nxt i believe is a medi-bay then i think some defence or a tele pad maby 
So basically its taken 2 weeks to get a fully functional base? Doesn't sound too bad to me.

aye 2wks (just over i think) to spend 800k, but i think u get like 300k for gettin the 1st upto 15 members i i should imagine it'll go a lot slower now, though i myself am gaining about 10k prestige a day (yeah i know i play too much ), got a few goot members but really need more. hink we have about 7-9 real active members which obviously helps, had 3 more but they left coz they couldn't be bothered putting in the work to get a big base ..... lazy <bleep>
The base built in this guide is very simple but it does give an idea how to build. Its also worth mentioning that in the beta you got a load of prestige for free. In the retail version you are going to have to earn it.
