Rad/ and /Ice got wrecked for PvP especially since defenders lost the unresisted portion of their debuffs.
That being said it's not a horrid combo to have, there are just other sets that do it better.
Make sure you get leaping as well for acro.
Get psychic mastery - Telekinesis, it rox on fenders still
Rad can still work well, Ice is a bit behind the times though... I would say get some decent sets to make this good, as most toons you verse in zones will have them too. With the right play style though this can perform well. Most people don't like to hear this, but part of entering the pvp community is getting your rear end handed to you... But trust me, give it a month or two and you will be one of the crowd picking on teh newbies =)
Just stick with it and practice practice practice. Remember, you learn more from losing than you do from winning.
If you can get your debuffs on a Villain, they're probably going to die (if you are on a team). Rad/ isn't as dominant as it once was, but you can still make someone easy pickings for the Scrappers and Tanks (Trollers don't need your help locking things up and Blasters don't need things locked up at all to kill).
Unfortunately, /Ice is terrible in PvP right now.

I've never PvP'd really, I've got in to the zones a few times with a buddy and we duel, just to see who is better etc. But i want to take my character in to real PvP situations, with that on the table, will i get my rear end handed to me on a platter?
my build is a rad/ice defender. I have both the toggles, my heal, hasten, lingering rad, and my blasts and such (no holds).
Will I just fail endlessly? or do i stand a fighting chance? (no sets in my build, just IOs)
