I thought Manticore was a better fit--the Chariot also concerns creating harmony out of contending forces. Manticore himself is the most conflicted of the FP and the one who struggles most with his nature.
Oh, and if you can get that done by HeroCon, that'd be great.
My precognition seems to work the best in a video game environment, so those CoX cards might be perfect.
When I actually have more than 3 minutes to collect my thoughts, I'll be happy to post my reasoning for current card selections. That's not to imply the list is finalized - a lot of folks are posting really good suggestions.
As for whether these are just ornamental or not... well, take it for what it's worth, but I have been known to frighten people when I do readings. Doesn't always happen, but John can attest to me scaring people into leaving parties when someone goes, "Oh that's just BS" and I then do readings for that person.
If these could get done by HeroCon, I would be THRILLED, but I doubt it'll happen. So I will just have to bring one of my other six or seven decks with me. *counts on her fingers*

Failing this, I'll have to get either the Pokemon tarot deck (it's out there) or Clow cards.

As a contrasting perspective on this - I'd leave the Major Arcana alone and put the Heroes and Villains into the Minor Arcana. The most I would do is dress them up in "Paragon Clothes", so to speak. The symbolism inherent in the Major Arcana gets completely lost if you simply replace all of the pictures with CoH characters.
The Freedom Phalanx and associates as rods (representing law), Recluse and henchmen as swords (representing chaos), Civilian Contacts and miscellaneous heroes as cups and miscellaneous villains (Vahzilok, Vanessa, Countess Crey, Frostfire, etc...) as coins.
I kicked myself pretty hard for not seeing the symbolism in the comic that LadySadako pointed out.
