Well that's sad, I can see why its done this way, but to be honest it doesn't make sense to me..
Because sets like Dark Melee were triple effected by a "Defense (All)" power.
Smashing, Negative, Melee. Against the Sky Raiders back in the day when it DID work like this, meant a single Force Field Generator = floored accuracy for the Dark melee Scrapper.

Just noticed Damage Proc Mini-FAQ wasn't working with new forums, it's been updated.
Defense uses your highest defense versus incoming attacks
while nice to have aditive defenses 20-25 = capped defense so that's a little too overpowered
as an example
if you have been attacked by a non smash melee your def is 20%
if it has smashing as any component ranged or otherwise you have 25% defense to it

Actually, I think it was just double - which was still pretty harsh.
Originally, I know the bubbles in Forcefield had no positional defense, and I am pretty sure the FFGs were based off FF's Big Bubble.

Its pretty hard to build up redundant defence these days.
A primary powerset will give you one or the other, eg Ice Armour gives you typed defence and Super Reflexes gives you positional Defence.
But most external buffs cover both bases so as not to favour one scheme (positional/typed) over the other.
e.g. Force Field's Defelection Shield covers Melee AND Smashing/Lethal, Insulation Shield covers Ranged/AoE AND Fire/Cold/En/Neg.
Set bonuses from IOs are now given out as both typed and positional.
*nod* Shield Defense (for example) offers Defense (melee) with the toggle power Deflection and Defense (Ranged, AoE) with the toggle power Battle Agility.
Whereas Stone Armor has Defense (Smashing, Lethal) with the toggle power Rock Armor and Defense (Energy, Negative) with Crystal Armor.
A Power pool power like Combat Jumping is +Def (all).
Say you have 20% Def to Melee, and then 25% Def to Smashing Damage.
Sounds bad, yes?
If say a Maniac Slammer level 50 (same as you) uses his Hammer, would it have a 5% chance to hit? Due to it having to go through the 20% def to the melee, and then the 25% to his damage type, smashing, for a total of 45% def?
Or does it not work like that...
In other words, does Positional Def Stack with Typed Def?
