WSPDR closed to the public?

I don't know if this a bug or not, but I'm putting it here.

Up until recently, you could enter a lobby inside the WSPDR building in Cap Au Diable, and take an elevator up to the roof for easy access to the Media Junkie badge. I just checked recently, and now you can't.

What happened?

It's the same on the Marshall Brass arc where you can stop (or allow) the WSPDR broadcast by destroying the generators. If you haven't taken a non-SS travel power by then and you happened to skip the first two Mayhems, you're pretty much stuck for completing that mission. (Admittedly an unlikely scenario, but a new player might not know any better.)

Okay, I just ran Marshal Brass's 'Destroy the WSPDR' generators, and you can still enter the building in that mission. It's the one out in the main zone that's now locked up tight. None of the doors, nor the elevator on the roof, allow access in.

Portents of things to come?


If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
