Martial Arts DPS
Using your best DPA attacks is the first step, but not the only one.
SK - CK - SK - CAK is the best MA DPS chain as far as I know. EC shouldn't be used at all.
The key to high DPS is to use high Damage Per Activation powers. Divide the damage by the activation time, and use the ones that come out on top. It doesn't matter how long or short the actual activation is (within reason... you do want some mobility), only how much damage per second of activation time.
For Martial Arts, your best DPA attacks (starting at the top) are: Storm Kick, Crane Kick, Eagles Claw, and Crippling Axe Kick. You want to use those as much as possible, ideally only those. Since Crane Kick has knockback rather than knockdown, you'll also want to skip using it unless the target is against a wall or has -KB applied... you'll lose too much DPS chasing things around. And of course you're limited by recharge... for instance, you can't do Storm -> Eagle -> Storm -> Crippling -> (repeat) unless you have 225% recharge in Storm Kick, because you can't get Storm Kick to recharge fully during Crippling Axe Kick's (or Crane Kick's) animation. That's possible but expensive... a more realistic chain for leveling up would be Storm -> Eagle -> Storm -> Crippling -> (other), with (other) being either Crane Kick (if KB isn't a problem), Dragon's Tail (if multiple mobs are in melee range), Cobra Strike (if you need mitigation), or Thunder Kick (if none of the others apply).
Note that the real activation times of powers are not what is listed in game or in Mids'... look up "Arcanatime" in the forums if you want the details, but in general due to how the server processes attacks there's a small delay added. That means you'll want to look up the real activation times if you want to plan out enough recharge for a specific chain. Or calculate them yourself... the formula is (thanks Arcanaville... you're the only one obsessive enough to calculate something like this ):
Real activation time = (RoundUp(Listed time / 0.132) + 1) * 0.132
Also, PvP is totally different. Powers have different damage values in PvP, and the focus is not on attack chains but rather burst damage. In PvP, you're pretty much going to be using Eagles Claw, Crane Kick, and Crippling Axe Kick and ignoring the rest unless you somehow get into a stand up fight instead of a hit and run match.

220/1.848=119
DPS of 119

Damage with 95%=319.8
319.8/2.773=115.3
DPS of 115.3
So CAK is the better DPS attack.

Also, it had a big chunk (3 seconds) of 115.3 DPS... bringing the whole chain down... where as a shorter animating attack allows you to use your higher DPA attacks more often.

You're right. First, DPS chains rarely have any place in PvP.
Firstly, DPS in PvP is nearly meaningless, and so are attack chains. You'll rarely get to string more than a couple of attacks together, as your foe will be moving around, and trying to kite you if he has ranged attacks. Therefore, BURST damage is much more important.
Also, in PvP, the damage done by an attack is a direct function of the time the attack takes to animate. Whereas in PvE, you look for attacks with high damage and short animation times, building a DPS chain around those.
What this all means is that in PvP you will DEFINITELY want Eagle's Claw, for the burst damage (high because of the long animation time) and the stun effect.
For a DPS chain in PvE, you're going to want to avoid EC and try to run SK > CK > SK > CAK, patching gaps with TK if you don't have enough recharge to run that chain seamlessly.
The upshot of this is that you'll need to prioritize different attacks in PvE and PvP.

While the DPS may technically be lower (by all of 4 points per second) doesn't the higher chance to crit ultimately make up the difference in EC's favor though? Since the highest DPS chain is most important against tough targets (Bosses, EBs, AVs, GMs and Players) the greatest benefit would be in average damage over time in most those cases. Though CAK would likely still have some advantages in PvP for mobility reasons, in PvE against bigger targets that you don't need to dance around EC would have a higher DPS.
The real argument for CAK would seem to be that, since both it and EC bring down the attack chain's net DPS, CAK just activates quicker, letting you get back to your "real" attacks as soon as possible, but that assumes a massive amount of recharge to get them back up and in the fight often enough that there isn't room in the chain.
In lower recharge builds you might still be better off using EC over CAK, it depends on how much time you need to burn while SK and CK recharge.

So I did the math of the 2 attack chain with Cit at 10% for all other attack and 15% for EC

AcT=5.808
Dam=885.3
Dam with Crit=973.83
973.83/5.808=167.7
DPS=167.7
SK/EC/SK/CK
ACT=6.733
Dam of SK/Ck=665.3
Dam with 10%crit=731.83
Dam of EC=319.8
Dam with 15% crit=367.77
Dam total=1099.6
1099.6/6.733=163.3
DPS=163.3
Now for Recharge of the builds
SK/CAk/Sk/CK
Sk needs to rechrage in 1.848 which is 225%
CAK needs to rechrage in 3.96 which is 102%
CK needs to recrage in 3.96 which is 153%
now
SK/EC/SK/CK
Sk needs to rechrage in 1.848 which is 225%
EC needs to rechrage in 3.96 which is 203%
CK needs to recrage in 4.885 which is 104%
So after looks at this it is not only easy to run the first, but it does more DPS.
The "SK - CK - SK - CAK" chain is a very high recharge change. I think you need to get at least +225% recharge on Storm Kick in order for this chain to really work without any gaps.
CAK has a better DPA than EC, but the drop of DPS may not be that big of a difference in an optimized build.
For PvP, this kind of chain might not always work if we consider an enemy always on the move. Then you are best served just using your key burst attacks. Eagle's Claw is you heaviest hitter plus it has its stun, so that should usually be your opener.

It looks like you are suggesting Storm Kick -> Crane Kick -> Crippling Axe Kick. That does less DPS for more EPS and higher required recharge. Storm Kick is your heavy hitter, and has the best DPE in the set as well, so you want it twice instead of once.
I did take the increased critical chance on Eagle's Claw into account in my spreadsheet. You might still prefer Eagle's Claw for the stun, or because you don't like the Crippling Axe Kick animation. But you want Crippling Axe Kick if your only criteria is DPS.

Hello, i was wondering what made someone hit the highest DPS they could achieve. Would it mean hitting Eagles claw everytime it's up? or does it mean hitting Thunder kick as much as you can and filling the spots with EC and crane kick? I'm actually looking for a chain for pvp, but a DPS question isn't quite a pvp question. Should i even use Eagles claw? it's animation is close to 3 seconds, even if it's damage is the highest, and it can critical now and then for a huge burst. I'm just wondering how exactly an attack chain is made.
