There should be a 'combat' tab in your chat you can click and see exactly how damage works.
I think what you're asking about is synchronization.
Each attack done has a specific animation time, and the game deals the damage at the point where the power will hit the target - at least visually.
So, when you shoot an arrow at an enemy, you will see the damage tick appear when the enemy gets hit.

Barring lag and such, yes. However, except in the case of interruptable powers like snipes, the determination of whether or not the power hits and the damage dealt is actually made as soon as the power is activated. This is why you can't duck around a corner to avoid a shot.

I remember in the very early days, a friend of mine with superjump being followed by a boulder for about half a mile, around two different corners, before it finally caught up to him and killed him.
This is also responsible for 80% of "Falling out of elevator dead" syndrome.

This is also why, if you roll a hit with a long-animation-attack, the attack will proceed, the foe will be hit, and the foe will react...vs. if you roll a miss, whereas you will immediately aggro.

The delay between doing damage vs firing an attack also causes some sets to have frequent problems of wasting a lot of attacks by shooting something that died before your attack got there (aka shooting corpses.... archery used to be very bad at this).

Back in the early days/beta of Ultima Online, the arrows had very slow flight speeds so you could be "chased" by an arrow very far. The "to-hit" roll was determined the instant the arrow was fired but the damage was not applied until it hit it's target.
We used to call it the "Heat Seeking Arrow"
