Who was responsible for TOGGLE MAN?
best i could come up with is 19 non-temp toggles at once... lol unsloted it was 6.88 end per sec all toggles sloted at 3endred still came out to 3.6 end per sec ... it's a spine/da/body, possible to get down to 2.25 with Conserve Power ... but all it could mostly do is stand there since there were very few attacks, but could still tear apart clusters of mobs to shreds very quickly ...
I haven't counted my toggles. Let's see:
7 toggles from Dark Armor
Quills from Spines
2 toggles simultaneous from Leaping (Combat OR Super Jump plus Acrobatics)
3 Leadership toggles
2 toggles from the Fighting pool
Sprint, of course
Focussed Accuracy
That's 17 with Conserve Power set to auto and potentially Rest if one wanted to count it. And even with Conserve Power cycling and all my Recovery set bonuses I will run out of End with all of my toggles running. I have one power choice left, but for the sake of my waning sanity that will go towards Hurdle methinks.
I'm still debating whether I will make a second build upon hitting 50 just to see what a Spines/Dark scrapper can really dish out.

I love my toggles, but it wasn't me that invented Toggle Man. I'm not THAT brilliant.

As luck would have it, the Internet Archive doesn't have a recent enough image of the boards to bring up the thread. It cuts out in like October 2007, and from what I can determine the thread was made in early January 2008 (from what I recall of the original post, it may in fact have been the result of a little New Years indulgence). It's too bad as it was quite an amusing post that shouldn't have been lost to the annals of time.

On my spines/da I used to run lets see
Death Shroud
Quills
Acro
OG
DE
Obsidian
Murky Cloud
Tough
Weave
All on standard SO's (IO's did not exist)
Pinnacle
Langar Thurs-Katana/SR 50; Hejtmane-DM/DA 50
Rogue Spear-Spines/DA 50; Hypnosis-Ill/Rad 50
Sir Thomas Theroux-DM/SR 50; Melted Copper-Fire/Shield 50
Byzantine Warrior-DB/ELA 50;Blade Tempo-50 DB/EA
I regrettably never copied the original post, but I did make a copy of the "original build" based on that post. So for anyone who may not have seen it and is curious, this was toggle man (with, of course, IO slotting to make him as efficient as possible). And this is to the book as he was described, each power accountable.

Was it Werner? It's been so long, I've forgotten. But a few days after that amusing post, oh so long ago, I was inspired to create a character almost entirely focussed on toggles. Being somewhat aflicted with chronic altitis, my attention has wavered from the character, but I kept returning to it. I spent hours standing in the middle of green CoT groups in FF trying to get salvage I needed or that would fetch a decent price on the market just so I could slot chunks of sets that would give me recovery bonuses to support all the toggles (which I still cannot quite do for a prolonged period, due to those +Recovery procs from the healing sets being far out of reach).
I did not follow the described build exactly. I believe it called for Superspeed, but I eschewed Hasten even if it meant I might have two toggles I could not run concurrently. To console myself I occasionally turn on a Temp toggle. And I could probably have taken Stealth, though I don't recall if the original build did.
I'm just cresting level 49 with the character, and will probably hit 50 soon provided teams keep inviting me. It's been a tedious, yet oddly rewarding journey getting Togglobite (real name: Dr. Otto N. Toggleman) this far. I just want to know who I have to blame.
