This question isn't clear to me. What is not appearing? The other person? Their /info screen? The background tab on their /info screen? I could perhaps answer this if you spell out exactly what happens (sometimes you follow X steps and see Y result, other times you follow the same steps and see Z result instead).

If you're seeing someone standing in front of you, but you can't find their name in the list when you do a search for teammates or /search, they are probably hidden. This is a way of removing yourself from various lists and search mechanisms in the game, if you're feeling anti-social, or you don't want to be disturbed while doing a respec or working on your base or whatever.
It's also a way to reduce the amount of email spam you get (long-term) as spammers will use the teammate search function to find names to annoy.
You can hide yourself by typing
/hide
A menu will pop up, letting you choose exactly which things you want to hide yourself from.
You can access the menu again and change your choices by typing '/hide' again.

You're saying that sometimes when you right click a character and click Info you are not seeing any Info?
Well, this happens normally between factions. Heroes cannot see Villain info and vice versa. As for this happening when in the same faction, I've never seen that happen before.
Could you test this and give more specific details? Check info on several different ATs and tell us your AT and the zone you are in so that we have more info to work with.
I know this happens to me at Hami Raids where I use the search function to call up everyone in zone. Then right-click the name and sometimes the menu does not include the Info selection. Seems somewhat random on who it chooses to do this on. Most folks in the list will have the Info selection but not everyone. Also in different raids the same toon will have the Info selection where last raid they did not.

they have to be in target range(meaning, they have to show up in the target window, with their health bars and everything) in order to get their info
being in the same zone isn't the only factor
We are all standing around in the huddle and I can see the target box around them when this happens.

Then /bug it. If the game is not showing Info for same faction characters that are standing right next to you that is a bug. There's no selection with which players can hide that info.

Then it normally shouldn't happen. A possibility is that latency/lag/load can be different for different aspects of the game. The database that the info screen pulls powers data from to display power info on a character may not be the same server that is generating the zone, just like global chat has its own server.
i've personally experienced a couple instances where it took over 10 seconds to pull up another character's info despite having no significant lag with regard to the zone. However, i'm just speculating.
