What about the toggles? Do I need mind over body? I know I need heightened senses. What attacks from the primary would be least wanted for pvp?

Why would you get Leadership? You're /Wp. The only reason to get Leadership is for the Perception--which you get with Heightened Senses.
Get Stamina--I find that I do end up losing a lot of end when I have a lot of targets. I can't imagine not having it for my Elec/WP.

Leadership gives +dmg, +tohit, and +perc. All of which are helpful, they aren't huge buffs, but they help.
You really don't need stamina, you're a stalker, not a scrapper. Really all you need to do is AS if you're on a team, maybe 1 or 2 follow up attacks, but thats it. As long as you don't interrupt yourself 10 times in a row you wont run out of end.
Most arena matches I can do with just 2 blues, as long as I'm not fighting a smart therm.
The ONLY reason you get Leadership may be for the +Perc, but I don't want to waste my time suffering placate and I want my 10.5% more dmg. Plus, I had a bad memories fighting against Fear(though /WP covers this portion), so that's why I take Leadership. It's not just +Perc, if you still haven't noticed while playing this game more than 3 years(unless you took a looong break).
Plus, keeping only Heightened Senses will never get you the perception cap(though this wouldn't really matter since he's playing stalker).
Just saying generally, defending for Leadership pool xP
Plus, why do you need Stamina?
If you end up landing more than 4 shots at max(meaning 5 shots or more), you just need to run out of the site, not remaining there to kill. Hence, you will never really suffer end problem unless you're facing Kin/Elec defender or some sort of sapper concept toons(which are negligible amount in PvP zones).

This is how I roll mine, and I was fine with it =/ Unless you're trying to join the fight club, I wouldn't recommand Fitness pool.

I just find on an SO'ed Stalker that after all the actual toggles, Assault doesn't usually get turned on.
Also, I'm playing where I have teammates, and by using my DoT hold and Spirit Shark, I can get the kill not waiting in Hide. Also using AS and Thunder Strike--it all adds up.
Tonight, my friend was on a Mind/ Dom. I would AS his target, hold the nearest person, Placate, AS, Thunder Strike, Spirit Shark, and hopefully he's dead. If one of my AS's didn't go off (I tap AS frequently to make sure it goes off while I'm standing and lag not interrupting me), it usually drains a little end, but in between that, I usually have to hit my heal, too.
Just me though. I would want to try it both ways before I decided. I did the no-Stamina thing before and it did not work out with me.

Yup, and that's with your buddy helping, right? =/ Most stalkers go solo in zones, as far as I know =x (Though I find some of them turned into teamplayers these days, but yeah.)

If you're a solo stalker you aren't getting the best mileage you can out of the AT.
I do solo, I do team. It's just that "most" stalkers in the zone seem to play alone. for the most of their time =/

DR affects it like it does any defense power....quite a bit. It's still worth taking though.
The hold is actually bugged and therefore a lot more effective than other holds. It has a knockdown built into its animation, so even if someone has tons of KB protection, they will go through the animation of being knocked down from the hold.
Ok, tried some pvp in sirens with my test build. Did pretty good in a duel with a regen scrap that I almost won, only had acc slotted in my attacks except AS. Did a respec and tweaked it more to pvp taking all available powers from the secondary and only havoc punch, AS, thunderstrike, bu and placate from the primary and stealth, hasten+ss, cj+sj. Tried another duel with the same scrap and I was doing some better dmg but was sucking wind w/out stamina. I was more focused with slotting up my secondary for protection than my primary for dmg. Should I really be worried about buffing my protection first or equal it out with the dmg or full on dmg?
Best protection is re-entering hidden status, as long as you can do that, you will be fine.

Sadly, you will simply cannot beat a Regen Scrapper that has even half a clue about how to pvp and play his toon...in fact, there are ALOT of toons who, as a solo Stalker, you simply cannot beat....tis the curse of the Stalker.
So basically, don't feel bad. You probably did just fine.

Uh.. Stamina-lessly joining toe-to-toe fight club is pointless.
If you're just planning on duels, you'd probably want to go with Stamina, unless you're willing to spend your Infamy to cover your recovery rate with set bonuses.
A dueling build will be later on in this toons life. It will do better with end mod's slotted in the attacks so it will drain more when it hits.
But nobody answered my quesiton. How should I focus my slotting and power picking?

slotting End mod in your attack powers? that's what I call a waste for a stalker =x
One 50 End Mod only adds like 1 to 1.5 end each attacks.
Plus.. I'm not sure if I'm correct about this, but I think there are only two attacks;CB and HP, that actually allows you to gain endurance by using them.
Slotting and power picking are based on your personal preference.
One of my Elec/WP Stalkers took HP(6)/AS(6)/Placate(4)/BU(5)/TS(6)/LR(6) from Elec/. (My other one went with JL instead of LR. If you're going for SR PvP, got that idea from your last reply, then I'd suggest going with JL instead of LR.)
And I got everything from /WP but FH and Resurgence.
And my pool power selections are Leaping/Speed/Concealment/Leadership.
I chose Dark Blast(6) and Shadow Meld(3), by the way, for epics.
It did very well since /WP came out, but I haven't been playing this one lately.
The numbers in parenthesises, (#)'s, are the total number of slots the powers have.
Finishing up the leveling on mine now, what do you guys think about GW vs. Mako for these?
Well =/ both have their strong points and week points... so I can't really tell =x (But I prefer DB and SM. Sometimes, even SS.)

Ok so I've finally decided on a stalker to play to 50 and it's an elec/wp. I've dabbled with stalkers before but was never able to get one very high level. I mainly want to PVP with this guy after I hit 50 and respec and rearange my slots, till then I'll dabble with my experimental build seeing as how I've never played elec melee or wp. Does anyone have any recomended builds or what power pools should be mandatory?
