Overseer Badge

Sorry if this has been posted elsewhere but my search through the badge forum and player question forum didn't turn up much.
I'm wanting to know if there's a way for a lowbie character (< lvl 40) to be able to earn the Overseer badge to unlock Rularuu weapons. Thanks for any feedback.

First of all Red or Blue side?

Can't remember what missions blue side have overseer's

know technician naylor mid 30s has one red side as well as Pither late 40s

Sorry Sabre should've indicated which side originally. I was looking for Hero Side.

Far as I know, no, there is nothing. Not even a mission you can be SKed into.

If you haven't joined a global channel, you're not really looking for team.

Also - if your primary mitigation is from defense; good luck getting it (on your own) before you are a level where they start spawning yellow to you. The eyeballs are crazy accurate and pack a mean punch.

I think this is one of the few cases where it's harder for heroes to get something than villains.

Plus villains don't even need to get the badge, they just need to do Naylor's arc for the souvenir. (Technically, I think it's also triggered heroside by the TF souvenirs, but it's certainly a lot easier just hunting Overseers than herding cats. )

The unlock is easier for villains, not the badge. There are more and better sources for heroes than the two missions that include Overseers for villains.

The unlockable costume pieces can be opened in the 35-40 range for villains.
