I kind of like Boomtown for it too, just to add spice.
Steel has always been my fave hunting place for Outcast bosses.
Main Character: Ice/Storm/Ice Controller (Justice, 1340 badges)
Other than The Hollows and Steel Canyon, is there a better place to farm Outcast Leaders?
