ATI or NVIDIA?

First, make sure your old video card driver/software is completely removed before installing the new one...

Turn off Depth of Field effects.

There is also an option for Window Opacity. Make sure you turn that down if you don't want them transparent. Many people get into the habit of "cranking everything up to max" after getting a new card, not realizing what they are changing. It looks like your Gamma might be out of whack as well.

Looks like you have some rogue icons there.. lol
You might want to try Verifying Files as well.
I agree, there are textures in the wrong places, verify the game files and turn off any overclocking etc, get things down to bone standard.
Since he asked, I will answer: Yes, jump back to NVidia and solve the problem correctly.
But then, I have banned ATI from my play book because of their flaky weirdness issues over the years, so there is that grain of salt to be taking with this advice... Plenty who are running ATI after figuring out the workarounds and such.

I say get a refund. You should not have to pay all that money for card that you still end up not being able to use all the features in CoX. If you play other games besides this then it might be worth it to you but I would stick with Nvidia until CoX officially really supports ATI stuff instead of this half [censored] support we have now.

Ok so I've been an NVIDIA fan for a long time but the bang for buck changed a while back to ATI so this time I thought I had better make the switch.
I went out and bought a ATI Radeon HD 4870 Dark Knight 1024MB. But ever since I made the switch no matter the settings none of my distanced edges are smooth and every now and again all the forefront boxes(Enhancement tray etc) go transparent. Then theres an even more funky issue whereby all the pannels on the screen switch to tray icons or something to that effect.
Can anyone help?
Should I switch back to my NVIDIA and try for a refund?
