Advice on IO's and Slotting for my WP/SS Tank
I see a few things wrong, but take my advice with a grain of salt. I don't have a 50 WP tank, though I do have a 50 Ice/SS tanker and a 50 DB/WP brute, so though I'm not familiar with the exact amounts of mitigation that tank WP provides, I am familiar with the powersets.
Some specific advice:
1. Don't overslot jab. Actually, may players skip slotting it out entirely unless you're using it as an IO set mule or putting a lot of damage procs in it. Damage is really low. If you have to have a low damage filler attack, boxing is a better choice, though both do ignorable amounts of damage.
2. Focused accuracy is a completely nonsensical choice for this build. Rage gives you plenty of tohit and damage and with 3 SOs, it's practically perma. Heightened senses already provides you with +perception, so really the only thing focused accuracy is doing for you is giving you tohit on top of the tohits you already have (rather redundant in most circumstances) and sucking up endurance. Skip it.
3. I always recommend hasten in builds which have significant click powers (such as rage or dull pain). I'd recommend it for this build as well. Having the ability to double stack rage for both the tohits and the damage boost is a nice thing to be able to do.
4. There are several ways you can go with WP using IOs to buff the survivability. The most popular is to soft cap (45%+) defense for smashing/lethal and get 35%+ on the other damage types. Defense along with your hitpoints, moderate resistances will help you stay up quite easily. The other way you can slot is to go for +hp and +regen bonuses. You may find this way a little more affordable (though not necessarily cheap) because many sets give their hp bonuses with the 2nd or 3rd piece.
I'm not going to go over specific slotting, because they can vary alot per individual build and may not suit your play style differences. The one thing I would recommend is to frankenslot (buy cheap set pieces from many IO sets) first and then work on getting specific sets. With that said, WP is pretty good with just SO slotting, so it's sort of hard to screw up the build too much.
Good luck!
Here is my WP/SS build.
This is a Level 50 respec build.
You can see that I have slotted for +run speed...it's just a preference of mine...I like to set the pace of the team and I like that pace to be fast...I know most people don't do that so there are slots in swift and sprint that you can slot somewhere else.
Also...Focused Accuracy is "unneeded" for most of the gameplay because Rage gives you more than enough accuracy...I always take Focused Accuracy just in case there is tohit debuffs from the enemy.

That is one right peculiar build, with several serious problems in terms of the order of selected powers. Mind over Body is not necessary at level 2. Stamina should be taken at level 20 just like everybody else does. Neither Tough nor MoB nor HS should be taken before Stamina is in place. I gather you have no ambitions to get Task Force Commander. Posi and Synapse would be most unpleasant given that sort of build order.
Not sure why you need Focused Accuracy on top of Rage, unless this were a PvP build; about that I know nothing.
I kept your power selections, except for swapping Hurdle in for Swift, which you probably want to do if you are a jumper. I did move some slots around, mostly out of some six slotted toggles, and out of Jab; I slotted up Rage, Health, and put an extra button into Taunt instead. Except for the healing sets, the sets I chose are for the most part relatively common and inexpensive.

And, by way of comparison, this is at least to my experience and way of thinking a much preferable build order. Travel power picks are of course up to you, so are ancillary pools, and some variation in the post-22 power order may be worthwhile. If aggro is a concern at lower levels, swap Taunt and HS.

I love my WP/SS Tanker and he can give as good as he gets in most instances...As an additional plus my build won't cost you an arm and a leg...This build comes in around 300-400 mil, easily doable by lvl 50...I didn't go with any Ancillary Pools for this Tank, but WP/SS has so much to it Ancillary Pools don't add alot IMHO. Of course you're Perma Rage and about 20 secs off for Perma Haste...

I knew those res numbers looked messed up. Right now you have MIDs set to PvP mode (upper right corner, "Mode: PvP"), so you're getting extra resistance to other types from Tough (in PvP it's res to all, not just s/l), that'd explain the inflated numbers. In PvE, you'd have 11.8%-14.3% res to exotic (27.6%-30.1% w/SoW) and 46.1% to psi (61.9% w/SoW).

Your Regen is pretty low.
On a WP Tank or Scrap I go for 740% or higher against 1 foe.
I have your Hasten being around 91 seconds off perma with that build (something like 60s with Hasten on auto-toggle).
Also Vitality is correct in that your regen is a bit low. My WP Tanker has around 640% with w/1 foe in place (I'd estimate you'd want 600% as a benchmark for doing things like the ITF and such comfortably (secondary mitigation not withstanding)).

Well, DocOz did say that his build was created on the cheap (so avoiding some big gains like the heal uniques), which would explain it. (That and the low heal enhancement in RttC.)
[edit: Also note his build doesn't have Accolades or many other forms of +MaxHP, either.]
At any rate, I find Regen to be one of the lower priority items for increasing WP survivability. Both +MaxHP and +regen increase the amount of hp you regen per second, but MaxHP comes with the added bonus of decreasing your susceptibility to burst damage.
Then there's no comparison between +def and +regen; adding even small amounts of +def on top of WP's base can exponentially increase your survivability. For example, adding just 5% def on top of 30% def (HS + Weave + CJ) would result in a 25% drop in incoming damage. Add another 5% (35% -> 40%) and you're taking 33% less damage (going from 30%->40% drops incoming damage by half). Even against s/l, stacking def is very beneficially because it helps you avoid def debuffs (which are mostly lethal), which keeps your exotic defense from crashing.
I'm not saying it's folly to get more of it, but it has less of an impact than MaxHP/def.
Very true but he doesn't have a lot of +MaxHealth either (HPT is slotted incorrectly imo).
You know, I didn't even notice his HPT slotting. I went right to the totals window, saw 130% hp and just assumed. (I was trying to figure out his res numbers, mostly.)
I just thought it was interesting that regen was the first thing pointed out instead of other stats, is all. He does have a lot of defense, so that compensates for quite a bit. Softcapped WPs are pretty ridiculous.

Well I saw that the Resistances and Defenses were fine.
The regen was the one glaring "hole"...besides the HPT slotting which I did not notice at first.

*does some calcs*
So, if he added some heal enhancement into HPT (I'd drop the status prot/+psi res one for 2 lvl50 heal IOs) and added the Accolades, that'd put him in the 2950+ hp range. Yeah, that'd be solid enough to start looking at regen.
Actually his defense is off too (not his numbers but what is what). He soft caps Energy/NegEng and near soft caps Fire/Cold but has S/L at 25%. Also, all things being equal, it's usually very easy to slide in up to +100% regen on set bonuses while still getting other stuff (like +recharge) out of your IOs.
Doc: It appears this is a PvP build (judging by the KO protection and funky slotting) is that correct?
If you're looking to branch out into more PvE I would grabbing Reactive Armors (fairly cheap) for your resist slotting and Kinetic Combats (haven't checked lately on price) for your melee attacks. That will notch your S/L resists by as much as 10-15%.
Also you might consider not worrying about the +damage set bonuses (even for PvP) in favor of +regen and + (typed) defense (S/L being your priority even for PvP). They only enhance base damage (afaik) and the increases turn out to be fairly poor.
*EDIT* To the OP: As Sarrate points out, WP Tankers' survivability really increase greatly from +defense. WP Tankers base off of types defense (Heightened Senses) so you will probably want to work with IO sets (when you get to them) that raise those rather than the ones that raise positional defenses first (i.e. melee, ranged, aoe). Next you should worry about maxHP and then regen, in order of what to do to increase survivability.

The defenses are fine...almost the same as my numbers, where my Fire/Cold are softcapped and my E/N are near it.
I find that having the low S/L defense is not problem...I think 65% to 70% s/l resistance is more than enough to keep you alive.
Oh yeah definitely. But if you run soft-capped (or near soft-capped) S/L on top of everything else that WP Tankers can achieve, you can literally go make a sandwich while LR or Statesman beats on you. It's an awesome feeling and WP Tankers are one of the few primaries that can actually achieve one of the sturdiest builds from one of the squishiest (rivaling Stone and Invuln (and surpassing both in some cases)).
Also, almost every non-SL attack comes with an S/L component, making S/L defense (in the case of typed defenses) always the primary ones to watch.

Well as I have came to understand...in the STF...not sure which one does this, but one of the towers gives LR a +tohit which makes defense not really matter, unless you have additional +defense from a buffer?
That's correct (or insps) ... which actually makes large amounts of defense more important, not less (one of the few reasons for going over the soft cap (either from yourself or with help)).

True, but my first WP build (before the typed def IO change, and using /Fire, so no mitigation there) had ~2800 hp, 550%-600% regen w/1 targ, 19% s/l def, and 34% exotic def. It was still reasonably strong. Not "herd GMs without buffs" strong, but could handle almost anything I threw at it with inspirations or buffs. (This includes herding the four patron AVs on the STF and tanking Recluse.)
His build with the higher defense would likely be stronger than mine was at that time.
Keep in mind that he posted the build saying it was done cheap, so a lot of the high yield enhancers would be off limits (Numina, LotG, etc). For a high budget build, then you're correct, it's possible to get solid maxhp, def, and regen.

I think you mean s/l def, right?
That, of course, would cost him f/c def; that's not usually a big deal, but it would be a con to the change.
(As an aside, keep in mind that there is diminishing returns in PvP, so his def would be much lower than you're seeing there if this was a PvP build. I don't PvP, so I can't give any real advice, but I don't think focusing on +def would really help there, considering players have much more tohit/acc than mobs do, not to mention debuffs, etc. That and WP doesn't have Elusivity.)
Oops yeah I meant defense not resists there.
Building up typed defense is actually on the cheap side. I think I rebuilt Kruunch for about 60mil influence last month. Regen can be both cheap and expensive depending the sets (but you can do it cheaply). MaxHP isn't expensive to build up either as it comes early on in the set bonus usually (and is all over the place across lots of sets).
Kinetic Combat isn't too bad, at least villain-side. Most pieces are running in the 3-5 million range, and it would probably cost you less per set if you're willing to swallow the enhancement loss and grab the knockdown proc (which costs a piddling amount).
True ... about the same on hero side but they're virtually all sold out.
Hi all, this is my first attempt at taking a Tank all the way to 50 (first Hero to 50 actually) and I need some advise on Slottings and IO Sets.
Im not after perma-rage or an AV solo build, just something that can take plus give plenty of damage.
Here is my plan so far (feel free to advise changes to the powers/slots and levels they were taken):
