I used to hate Kin/Elec defenders, but I don't really see them anymore these days =x
My Grav/FF/Ice has really good defense (dispersion+ice), PFF+Aid Self + 2 Cages (1 AoE, great for ganks in progress) + Hibernoob + the Singularity who annoys people sometimes -
He's a very fun disruption toon in Zone
im thinking Earth/Sonic, Holds, Slows, -res, and a cage that will annoy someone alot 
Slows have been gutted in PvP. I wouldn't pick for that reason. Earth/Sonic could be annoying, but I don't see where the survival is any better than a Grav/FF. Grav/FF is beast for the reasons stated above.
Grav/Sonic maybe? You get KB with Grav ala lift and -res + a cage with sonic.
Grav/FF is not made to annoy its made for something else... If you really want to annoy people, go with Earth/FF, Earth/TA Earth/Therm, Merc/FF/Mace, /Therm/Mace or /Cold/Mace, Mind or Grav/TA. Most importantly, the Playstyle and attitude that is the most annoying thing not the build really. I would run in throw down patches, KUs, Debuffs, or whatever annoying thing you have wait till he phases or hibernates (then quickly run away)... find him 30 sec later, do the same and watch him die... he will know exaclty what caused him to die like he did. Is this the most efficient way to kill? No. does it make people angry and come after you for no reason? Yes.
Some of you may disagree... but my case and point is the character Twixt who was for the most part a DM/Regen with all four travel powers.
Grav also has Wormhole, great for scattering MM pets all over the place (as is Force Bubble)

With a good build and general heads up play, controllers of any stripe can potentially be fairly hard to kill. Relatively speaking, of course... a solid spike can still wipe them out as easily as anything else.
I was looking to roll another pure pvp toon, but I want one that is just for fun that will really annoy people. I'm looking for maybe some good holds, sleeps, slows, or DoTs and such that will start to make people angry. What is the best build anyone has for just ticking people off?
