Coming from 3 years playing a claws/nin... It's lost a lot of it's strength. It's a viable build if you want to put a lot of time and energy into the thing, but otherwise... It's not going to be great to just pick up, SO and play.
My only Stalker at 50 is a Claws/Nin so I'm not a Stalker guru. I can say though, I have a blast with him every time I play him. I haven't even started working on IO sets for him, I expect once I get him to soft-cap (or near) it's going to be a whole new ball game.
As for leveling up, before you soft-cap, you've got good survival tools on top of your defense. Caltrops, Blinding Powder, serious kb in a couple of your attacks. Oh yeah, and a great heal. I give the combo a thumbs-up.
As a stalker you can't go wrong with /Nin.
For PvE: Claws/ is a fun, scrappy-type set once out of hide. You have good knockdown mitigation in Focus and Shockwave. It -is- fun. Until you hit the wall of red-side lethal resist. That's when you want to scratch your eyes out.
For PvP: Any stalker primary can do well, if you build and play properly.

Slotting an absurd amount of +dam from IO set bonuses helps to overcome those high level lethal resistances for the most part 
Claws set is horrible for PvP. It's okay in PvE.
The reason it is horrible in PvP is due to the damage nerfs + being completely lethal damage, which is highly resisted by nearly everyone. The knockdown works on only the newest PvPers.
The buff to evis DOES NOT make up for anything
avoid at all costs if you want to pvp
