So at level 47 I can get my missions, then set difficulty to level 4, making them all level 48, and having more spawns?

Me personally? No. However, I've heard from others who have gotten purples and they've certainly dropped everything ELSE for me (enhancements, common recipes, set recipes, etc).

Several have testified that indeed they do.

If you choose to get regular rewards in a Dev's Choice, you get the exact same chance of items as in a regular mission. If you choose to get tickets, you don't.

I know i see it just a day or 2 ago but cant find the post now, but what is the best level to grab farming missions?
and is it level 48s that can drop 50/purples? im just trying to figure out how it works.
