Nope, any edition now will grant you both Hero and Villain side.
Although CoH and CoV were always two halves of the same game, they're officially one game now and have been for quite a while now.

The client for the entire game is downloaded for every version, the only difference anyone would ever see is in the perks that each different TYPE of account get. COH and COV are one now, GVE gives the vip transporter to the tiki room in pocket D and the justice/sinister costume bits, while others give other perks. But the game itself is playable at the same level for every single active account no matter which code is used.

So let's say someone had a COV only account. If they go back to the account now and reactivate it they get credited for COH retroactively?

Just because it hasn't been mentioned... Make sure the account code hasn't been used, otherwise you're just paying for an old copy of something that can be downloaded for free.
