You need to talk to the City Rep, just as you did for the Cape mission.

Go to the same Contact from whom you got the Cape mission.
For Heroes, talk to the City Representative in Atlas Park.
For Villains, talk to Kalinda or Burke.
You have to be trained up to level 30 in order to get the mission(s) from either Contact.

So, you want to join the Hellions? (level 1-14 Villainous arc)
Sparks & Steel (level 5-20 Heroic arc)
and
So you want to join the Skulls? (level 1-14 Villainous arc)
You also need to be 30+. And after, you need to visit the tailor to add one to your costume.
(there's a few special auras you can get through purchase of booster packs, like the Combat Auras from the Cyborg pack)

Auras are a costume option that can be unlocked at level 30. Heroes can unlock them through a mission given by the City Representative. Villains can unlock them through a mission given by Kalinda or Matthew Burke. Completing this mission unlocks Auras for the single character owning the mission. Once unlocked, the character must visit a Tailor to add, change, or remove an Aura from his or her costume slots. This costs influence/infamy.
