Tanker vs EB's
short answer: yes
long answer: I did this with my ice/em. You can do it with fire melee, but your difficulty isnt enough damage for an EB, but endurance.
my invul/ss can defeat an EB, but I usually need unstoppable (not for the damage taken, but for the huge recovery). Heavily IO'd toons for +end/rec should be ok.
I recommend:
1. Use your 2nd build for more EB fighting. You will need the aoe's less, and single target damage more.
2. unstoppable is your friend, but finish him off in under 3 min.
3. carry only blue insp.
4. conserve power in the energy app is your buddy.
I dont mean to imply you need to do ALL 4 of these. One alone should be sufficient, perhaps 2 of them.
50 Tanks: Invul/ss, Fire/ice/fire, Ice/em, Stone/fire
WP/Stone, dark/dark, shld/mace
50 Other: WS, SS/dark/sc brute, BS/Regen/WM scrpr, fire/fire/force blaster, rad/kin corr, mind/rad ctrl, ill/storm cntrl
My invuln/ss hasn't run into elite bosses he can't defeat within the duration of unstoppable when he needs to use unstoppable to solo them, save one: Tyrant. I had to survive an unstoppable crash to get past him, but that was before IOs. Psi enemies just take a couple of purples and it's all ok. Anything else just didn't last long enough to see unstoppable crash, or even cause enough damage to warrant it.
I completed the oroboros arcs fine, but that's after IOs, so enemies like recluse might be more of a problem for some players than others.
The only situation where inv/fire would have more trouble, that I can think of, would be nosferatu with his plentiful tohit debuffs. There really shouldn't be an elite boss that inv/fire can't handle before unstoppable would crash, besides infernal, but he might not even require it.
For me Invuln/Fire was slow going until FSC. Life got good then. I'm still leveling him, but at least he solos much faster now.

I realize that the primary role of a tanker is agro control/taking dmg. I'm in the process of rolling a tanker (Inv/FM) and am wondering on solo-ability if needed and wether a solo tanker can put out enough dmg to (fairly quickly) defeat Elite Bosses. As an example, would my tanker, properly outfitted be able to solo the Tina McIntyre and Maria Jenkins arcs?

Yes.
EBs are cake to solo. AVs and you start needing to have special Tanker builds.

Surely. My inv/EM could solo them but it would take forever since he was built to be tough. My ice/SS could do it too, but a lot faster since he's build for damage output.
My ice/SS did, in fact, solo a lot of them, as well as Nosferatu (who is considered a relatively tough EB).

I've beaten every EB on the Maria Jenkins arc (set at level 3 dfficulty) with my Ice/SS tanker. It wasn't even remotely challenging. The only thing I had to worry about it to make sure I had one minion next to the EB so I can refuel a full bar of endurance with energy absorption.
I might be able to do some of the weaker AVs, but it would be tedious and would require inspiration use and some temp powers. However, EBs are no problem.
Yhea i have done POJO on my tank a shield/ss and all of them were elites mind you its a 5 bill inf tank. with no end problems at all.
