I have several of these each on different servers.

My choice of powersets came from HOW my character became a superspeeder. Fidgety Girl got her powers from an experimental espresso machine exploding, infusing her body with caffeine and electricity. There's no coffee set, so she's an electric/electric blaster with Hasten and Superspeed (and Hurdle and Combat Jumping - she can't stay still).

The suppression is there, but the animation time of some attacks (like Total Focus) might take up some of the suppression time and makes it seem like there is no suppression. Suppression initiates at the beginning of the animation.

That's why you toggle on Super Speed after the attack, not during it. That's what I'm saying. You have to be quick with the toggle. You can't just leave Super Speed on or it will suppress.

No, he had it right. The suppression is on *YOU*. Whether your travel power is running when you attack is irrelevant. If you turn on a travel power and try to use it fast enough after attacking, it WILL be suppressed.

My speedster was a DM/SR scrapper named Tachyon Burst. SR was the choice for obvious reasons since it's all about speed anyway. Dark Melee I rationalized as his moving so fast that he shoves photons out of the way when he punches (midnight grasp is a punch so fast it causes space/time distortions. Aside from the speed pool and the fitness pool, I took the stealth pool and called phase shift his "tachyonic form".

In the creation screen make him/her with the claws that strap to the hand, its a decently fast recharged power before hasten...

Fixed for you!
I made this one yesterday. According to her bio, the claws are incidental. Her primary power is speed. Modified Japanese claws, Neko-te, are what she chooses to augment her martial arts. She at her next level will pick up flurry.
I use Claws/Super Reflexes and make sure I also grab Flurry and Shadow Maul (Vet) to go with my Super Speed. Everything (including recharge times) about that toon is fast.
