Webgrenades is what blasters use to down flyers so no. Caltrops are auto hit, don't wanna get hit by them don't stand on them.
Teleport well that's travel and it gets suppressed by everything all the other travels do( it doesn't work in battle).

Phase yes .. most pvp builds have phase in them now as its balanced for current i14 pvp.
shadow meld depends on your secondary, for an already high defense stlaker in i14 Hibernation would be a better fit.
Shadow Meld will be more beneficial for a /WP and /regen stalker as an example since they have resistance/regen that can stack with it to be more versital. IMO

I would take Phase, no questions asked. I'd pick Shadow Meld over Hibernate additionally, but that's because my Stalkers are almost exclusively Willpower and Shadow Meld works very well with WP.

Unless you want to trow Sharks (which is also very effective) then you can skip Meld and get moar Sharks (and maybe "consider" hibern000b since you're already delving into that pool for SHarks).

I took Soul Storm on a couple of my zone toons JUST for the sexy factor lmao! Even IF it wasn't the "best" choice for them there hahaha, just because I like the reaction I get from people sometimes lol 
I'd personally just take both PS and SM. =/ W/O soul storm, not saying it isn't all that sexy but =P I don't really see it so useful.

Oh, it's actually pretty darn useful too. It's pretty much the longest "hold" that a non-Troller/Dominator can get, for all AT's. Simply because it causes an "un-resistable" Knock-Up which twirls you in the air and forces you to have to "get back up" to your feet. This means that even if the hold only lasts about 2-3 seconds TOPS, you still get another 2 or so seconds to evade/attack as your opponent is getting to his feet. Having a hold as a "non" Dom/Troller that lasts relatively 5-6 seconds (counting knockdown-time) is actually pretty powerful, especially if you can time a swift Placate+AS while they're incapacitated
