Defense clarification.

Yes, that is how it works. The game takes the HIGHEST Defense value you have to a particular attack, and uses that to make the attack calculation.

I was making sure because I'm trying to get my /FF to a point where the positional defenses are at their cap, in which case I shouldn't have to worry about "element" defenses.
I guess I should ask this too: Does every attack have a positional type? Are there any that have two positional types (whirling hands = melee+AoE)?

There are no attacks that I know of that have two positional types. Things are categorized as either Melee, AoE, or Ranged. I'm sure that they could make a power coded as melee and AoE, I just don't know of any.
There are a few powers that lack a positional type. Most of these fall into the Mind Control powers. They are listed as psychic, but have no positional attack listing.
There may be a few others, but they are few and far between.

Footstomp is AoE, Whirling Hands is Melee.
Check out http://coh.redtomax.com/data/powers/ for powerset quantification. "Attack types" is what they are categorized as.
Edit: The classification seems to be based on range - Footstomp can hit targets within 15 feet, but Whirling Hands can only hit targets within 8 feet.
The description should list what position it is, as I recall. Not sure if the Tank Detailed info lists it correctly due to taunt.

It would be the same if your psi defense was anywhere from 0-25% - still a 25% defense mod. But if you had 30 psi vs. 25 ranged, then it would be the 30, yes.
Just to clarify it fully.
But as was noted, a lot of Mind control is non-posistional - but I'm pretty sure most psi attacks are.
