Taunt in Against All Odds
I've found that unless the tanker is using the actual Taunt power, being the first in, or delivering a lot of spike damage can put you over the Tank's threat when you have a taunt aura of your own.
One other thing to look out for is Willpower tanks. Their taunt aura is significantly weaker than standard taunt auras, like invincibility and against all odds.

I got my MA/Shield to 38 and can now use focused chi, Dragon's tail and then shield charge. It does some good dmg... However, I tend to pull aggro off tanks a lot - I tried backing off for a while and then doing the combo but I would still pull a lot of aggro. Could the taunt aura in Against All Odds be off some?

Nope it is just pretty darn strong I love it then again I am soft capped and have aidself. I play mini tank on many of teams late because of not having a tanker. That is why I suggest all shield scrappers to wait until around 22 -24 before taking AAO since generally you build is not ready for that extra agro pre SO's

I pull the taunt off tanks all the time... usually that's a good thing, since they tend to be more squishy. *blink*blink*
But yes... agaist all odds plus scrapper damage makes for a good reliable agro magnet.
I gotta make pain. I gotta make things right. I gotta stop what's comin'. 'Least I gotta try.
I have seen AAO get many a scrapper and brute killed pulling more aggro than they could handle. It is quite amusing to suggest they turn it off if they can't take the heat. Most prevalant on the ITFs.
There are two (main) things to remember about taunt mechanics:
1) taunt effects are a gigantic threat modifier (1000x per second of remaining duration). They also add threat when they pulse, so even if you're not dealing damage, they're still generating threat.
2) in order to steal aggro, you need to have double the threat of the current target.
This means that if the Tanker goes in first, it will be harder for you to steal aggro from him, and vice versa. It also means that your higher damage output will generate a lot more threat than a normal Tanker. WP Tanks will have a lot more trouble holding aggro off you since AAO is pumping out 13.5x as much threat.
I can, and have, held aggro off Shield Scrappers with my WP, but it requires that I be on my game using a well slotted Taunt liberally. Nonchalant Tankers won't pull that off.
[edit: Forgot to mention specifically that the +dmg makes the problem worse. Scrappers have a higher base damage and is magnified by a larger amount than an equivalent Tanker, causing the damage (and thus threat generation) to scale faster for the Scrapper.]
Turning off a damage aura on a scrapper?
that I can not suggest...
Sadly Yes. If you are dead you aren't doing any damage. And scrapper union only goes so far on that.
Well, then I think the solution would be not to die then, correct?
I know part of the problem has been some lazy tanks that just run into a group and start fighting without taunting or doing anything to help get mobs that ran off after someone else.
If you can't take the hits, turn it off. If you can take the hits, keep it on. If the tank can't pull aggro from you thus making them feel like less of a tank, tell them to get their weight up. A tank should be able to go in and get all the attention even if the mob was already engaged and the tank came in the room last (well, that's what I expect out of my tanks). You ever get that complaint again, tell them they are doing it wrong.

Or to have a self rez that buffs your damage and recharge to make up for lost time >_>
