Patron for my Ice/Ice
I have an Ice/Ice, too. I chose Scirocco. It gives me a pet Guardian that heals Jack and me as well as does it's own damage. And it comes with his own pet "sparky". I don't know any of the numbers damage-wise though.
They're all pretty good, to be honest.
I personally prefer Mako and Scirocco, at least before perma dom/50.
Mako will get you hibernate, which is pretty good if you're getting your butt kicked. You also get water spout, which is cool looking and does knockup and damage, which will combine pretty well with ice slick.
Scirocco can help with any end issues you have due to arctic air, and then you can get a pet that heals you or power surge for fighting/soloing EBs. You can also use power surge as a panic button, but I've never had too much success with that, since I'm always worried about the crash.
I wouldn't take ghost widow until the new issue goes live, but when it does go live, widow will be a pretty good pool too. You'll get soul drain, which'll give you a lot of damage, along with an end management power.
Black scorpion isn't too bad either, but I think it's more specialized. I wouldn't really want to get its defense shield unless I was going to be stacking a lot of def. with IOs.
Active (Freedom): Setna (Ice/Psi Dom), Arram (WP/KM Tank), Tesmiel (Elec/SS Tank), Astredax (Robot/Dark Mastermind), Operative Vidali (melee fortunata)
Retired (Virtue): Gaav (Inv/EM Tank), Baqra (Fire/SS Tank)
Hmmm planning for the issue 15 update, do you think that Ghost Widow's pool offers a benefit that's better than Scirroco's healing pet? I already have Aid Self and Aid Other in my build, so I am not desperate for healing.
It seems like with the PBAoE end drain and Soul Drain GW might support my playstyle better, but am I maybe missing something?

Power Boost plus Power Sink is a pretty fun trick. It almost recharges much, much faster than the Soul Mastery version. Nothing like seeing end drained opponents. Mu Mastery in general works well for almost all dom builds.
However, Leviathan meshes extremely well with Ice both practically and thematically.

I personally took leviathan for concept reasons (I pretend they're just more of her abilities), but it works pretty well, too.
Hibernate is really quite nice - it gives you one of the things you normally lack as a dom: solid personal protection when things go bad. Now, you can only hibernate for 30s and if you're still surrounded by a huge crowd when it drops, you're still in trouble, but at least you give your powers a chance to recharge and you come out at full health. Personal force field is probably a better panic button since you can still run away, but hibernate is still quite good. Also a good response when a custom EB pops build up or aim and starts to punch through your purples like butter....
Waterspout is extremely cool looking and is also nice damage against single tough targets. Not especially useful in crowds since they reduced its knockback capability, but give it one target to grind on and it'll do a lot of damage. It's also autohit and carries a defense debuff - perfect for those annoying high-defense foes that an ice/ice doesn't otherwise have good tools to break.
Shark skin is an armor - generic smashing/lethal res, and a nicely thematic splash of cold. Relatively nice blue aura, fits well thematically if that's important to you.
I don't have any experience with bile spray or the pet, as I didn't take either.
Looking at the other epics, the things that jump out at me are the endurance recovery tools in soul and mu, power surge and soul drain, and personal force field. We all know ice/ice can be an end hog, and both mu and soul can help alleviate that (mu better, but still). Power surge looks like a great tool for soloing EBs - 2 minutes of high resistance and end recovery should make that annoying task much easier. Soul drain is *great* for a dom who lives in melee and doesn't have another damage boosting power, and it'll be even better once domination isn't eating up 75% of your potential damage cap. Personal force field, combined with the aid self that you already have, is basically a reset button for a fight. Don't like how this is going? Pop PFF, heal up, run away if necessary, start again.
It probably depends on what you think your biggest issues are. For soloing EBs, mu, mace, and leviathan offer useful tools. For end problems, mu and soul. For damage, soul is best for crowds and leviathan offers some single target damage. What do you need most?

This is what it means to be a tank!
Right now I think the Endurance issue is my most pressing concern. I dont have the slots yet for a Performance Shifter proc, and I really chow through blues, especially if I run both auras.
That on top of my ability to dive nose first into crowds has me thinking Soul, but I'm not married to the idea, especially since I'd have to wait for I15 to really get the benefit of it.

If endurance is your main reason for going Soul Mastery, you might really really want to do Mu instead. Power Sink is available much more often and benefits from power boost (I.E. you get more endurance back). You might want to test them both out on the test server first. But for endurance recovery, mu hands down.

Hmmm that's a strong argument.

For numbers have a look here.
I saw that, but do those numbers include the proposed I-15 update?
Paragon Unleashed, Unleash Yourself!
I don't think the numbers have changed much for the patron pools. The only thing that would be different is the damage on the AoE attacks, and they'd all be boosted by the same proportion.
The effect soul would have in I15 would be increased based on how much/how little ice changed in damage. Since its normal damage will now be at a higher level, soul mastery will provide a better boost when you use it in I15
The only place I know of to find a list of how the powers have changed is test server and just going [Icy Assault.Ice Blast] etc. etc. The patch notes had the damage increases in damage scalar form and I don't know how to calculate those, although you might know.

Of all the sets, /ice is just about where the devs wanted it the most. It's getting changed very little. So it'll pretty much be the same that it is now, just more damage. Also, with the damage bump taken out of domination and put into your base damage, you'll benefit more from damage buffs because 1: They are magnifying a higher base damage 2: Doms have a very low damage cap which could have been reached on their own without any help with domination, enhancements, and a +damage in their secondary making kins usefull only for +recharge and made Soul Drain kinda pointless if anyone on your team has +damage buffs to give you. Now that there's no +damage in domination there's a lot more room for +damage buffs from outside sources making Sould Drain more valuable.
Since ice/ice is an entirely melee centric combo anyway I'd go with either Sirroco for survivability and endurance management or Widow for more damage

My Ice/Ice dominator is aproaching 40 fast and so I went to look at her options for a Patron, only to discover that the damned statues in Grandville are broken and only show the first power on the list for each AT. Not super helpful. I checked Paragonwiki where I normally go when I am stumped and did find the powers, but no real numbers on them to inform my choice. Better than nothing I thought. But then, with work being slow due to weather, I thought I'd swing by the Dominator forum and see if there were any guides that might be helpful. There were not.
So, partly because I am bored, but mainly because I would reallly apreciate some input from players with experience running a high level Dominator, what would work best for my Ice/Ice?
I run her mostly solo in PVE, with some teaming in AE or on SFs and Respecs. My playstyle with her is close range, getting everyone in the auras and then either on an iceslick or in a Power Boosted Glacier, whichever happens to be up during that spawn. I then wack away with the very cool looking, not at all compensatory ice swords at close targets, and spam distant targets with my fast charging ranged attacks. So that's how she runs.
I was thinking about grabbing an armor power to help me stay alive against guys who avoid the big mez until I get them locked down, but I am not married to that idea if there's a better option. I think Mako's shield might look the best with her costume, but that's a minor thing.
What do you guys recommend? Thanks in advance.
