Guns
For starters, those guns are only attacks given to Masterminds if they happen to choose robotics. Kinda hard to give that to anyone else without making it into a complete set. You'd be better off waiting for Going Rogue and making a heroic mastermind.
Second, they are working on making sure everyone gets the same powers available to them. It's called Powerset Proliferation.
As soon a P.P. swing MM outward we'll see a new energy rifle set and pistol set for awesome powers.

If it were up to me,both hero and villains would have the same excat powers to choose from.For instance,you could have a Broad Sword/Shield Brute,and a hero with the same powers.The lsit goes on and on.

'Cept there IS no Pulse Rifle powerset. There are three Pulse Rifle attacks out of the nine a full powerset would need. This isn't proliferation, this is making a brand new set.

How do you figure? Proliferation is the act of taking one powerset and adapting it for an AT that didn't have it. There IS no Pulse Rifle powerset any more than there is a Zombie Vomit powerset. There are three powers that aren't even all that good. Making six more and actually creating a set that has internal balance in it is... Creating a new powerset.
"Proliferating" Pulse Rifle would be akin to proliferating Electrical Melee. Which is to say, it wasn't proliferation, but rather a brand new set.

I find your definition terribly restrictive.
Since we never saw the original overwhelming list I put Pistols and Pulse Rifles in the portion that was moved to "Oh god that'll have to wait".
Why do the villains have guns that shoot out energy and the heroes just have regular assault rifles the heroes should have the exact same weapons that the villains have and vice versa.
