Outleveled Doctor Creed
Several contacts have strange ranges. IIRC, if you flashback to Creed's arc, you'll malefactor to 8, not 9.

Most do, but some don't.
Also, many contacts won't start you on their arc if you're at the last level of their level range; in this case, level 9. Since Dr. Creed (IIRC) has no non-arc missions, he wouldn't give you anything, and therefore bumps himself off your active list.

So Doctor Creed is really on levels 5 - 8? Then Paragonwiki should be corrected.

Levels 5-8 to start, scales 5-9

Negaduck: I see you found the crumb. I knew you'd never notice the huge flag.
I always do the first mission or two (Creed requires doing two while Mongoose only requires one) for the second Mercy contact to open their arc. Then I can go back anytime later to finish it up.
I got an email response back from a GM. The GM stated that Mercy Island contacts range from levels 1 - 8. So I guess that settles it.
So, I did all of Burke's missions, got referred to Doctor Creed, who, according to Paragonwiki, is a level 5-9 contact.
But I also dinged level 5. So I promptly went to Port Oakes to run paper missions and Mayhem missions to get the jetpack. While I was there I did that a couple times to get all the paper contacts introduced and stopped earning XP so I do all three of the Port Oakes contacts for levels 5-9.
I went back to Doctor Creed (yes, I confirmed I am still level 9), but discovered that he would offer me any missions. He has been moved to my inactive list. He was on my active list when I looked while still at level 8. Annoying, but not game breaking.
I did submit a bug report on it, though. Don't the contacts usually run the 5 level range?
