Electric Melee Question
What does your build look like and what secondary are you using? After trying JL several times I just never got the hang of it, it seems harder to get the cone lined up than others and I don't like the longish activation. Chain induction is better but still has that longish recharge and higher end cost. I recently made a secondary build where I swapped in Charged Brawl, not sure what I think about it yet.
Having said all that, I have no trouble with Bosses and EBs but that's probably because I'm also using Caltrops which messes up mob AI enough to give me an advantage.
On my level 24 Electric/Energy Stalker, I have Havoc Punch, Jacobs Ladder, and Induction Chain (plus Assassination Shock, of course). There's that awkward little gap in there while you wait for your powers to recharge, but it's much better since I've gotten Induction Chain.
I considered taking Charged Brawl, but couldn't decide what I was willing to drop or postpone in order to fit it in. I've pushed my travel powers back already. Fortunately, /Energy is a pretty good secondary, so even when I'm just standing there, I don't get hit very often.
I've had good luck with JL and can hit two enemies fairly reliably. I just keep moving around and wait until I get a couple lined up just right. (Utilizing Breath of Fire on my WP/Fire Tanker gave me plenty of practice!). With the right positioning, I can use HP on a single target, JL two, and then IC 2 or 3 enemies. They go down pretty fast at that point. The trick is to keep moving around during the battle in order to maximize your damage. Enemy AI is slow to respond to constant movement by the player.

I use Havoc Punch, Jacob's Ladder, and Dark Blast for my attack chain, sprinkling in AS when Placate comes up. It's gapless for me, but I'm also using Hasten.
Plenty of attacks in Elec. Charged Brawl is really not needed. Instead, I suggest taking Air Superiority. Does slightly more damage, recharges only slightly slower, and is a wonderful mitigation tool.
Since I don't give a rat's a$$ about PvP, I'm a big fan of taking Flight as a travel power on melee toons(at least on those that don't use weapon sets) so I can get an extra attack in the form of Air Superiority. Saves a power pick in tight builds, fills gaps in attack chains, and the fairly reliable knockdown can save your behind.
It was a little slow in the early levels for me, but once I got everything slotted up with some recharge there are very few gaps. I don't have Charged Brawl but I do have all the other attacks.

I was wondering if anyone using the Electical Melee set was experiencing the small issue I'm having (TL;DR version at the end):
I tend to solo a lot to see the full storyline Villain side (try to run all arcs as I level) and now that I've entered the 30s, I'm starting to encounter rather hard-to-take-down-fast targets (Downgraded AVs, tough bosses).
I currently have Jacob's Ladder and no Charged Brawl but I do not seem to be hitting multiple targets with JL consistently, rendering the attack kinda subpar.
With Elec attacks focusing on AoE (and thus having slowish recharges), once I'm done with my entire chain, the tough target is still standing and I have to wait a good number of seconds to wait for them to come back up. This is certainly exacerbated by the fact I don't have Hasten (might not be the best idea ever but I'd like to try without it first and will add it later if it really turns out essential to my gameplay)
TL;DR version:
Do other Elec Stalkers use Charged Brawl as an attack chain filler and if so, is it worthwhile?
