There are a couple of reasons for this:
1) There's very little content in those zones. With the exception of RWZ and the newly revamped Faultline, most of those zones either don't have a real story to go with them, or have content that most people have done many, many times before.
2) Street-sweeping isn't as prominent as it used to be. More people run missions than just hunt in these zones. So, you may not see as many in the zone as might be in missions in the zones.
3) The MA still has a decent number of people running content (and farms) there. Since the MA can potentially have limitless content, it's a big source of missions right now.
4) Esepcially with the low-level hazard zones, Patrol XP and the radio have made it easier to level up without ever going to those areas, or being sent to them, even.

In short, it can take too long to organize a group of the size needed to take him down. There are other, easier ways to get the rewards that Hami offered. He is still run, but you may need to check your server's forums to see whan they are scheduled.

Those were originally designed as Street Sweeping zones with the occasional mission or two placed in them. Ever since the change to debt (50% debt inside missions) the majority of people no longer Street Sweep so, for the most part the zones go unused.
I think it's about time to even the levels of debt between exterior and interior defeats.

When work is slow, I get to post on the forums a lot. when work gets busier, I post less. I play when I can.

Still wouldn't help too much. Mission completion bonuses, combined with merits for story arcs, would probably still have people doing more missions than street sweeping.

As Aett said, Hamidon raids are still run regularly on most servers. STF/LRSF can earn you synthetic Hamidon Enhancements, though, so many people prefer to organize 8 people rather than 50.

True, but it would be a step toward not making people feel punished for Street Sweeping as opposed to missions, especially when there are so many hunt missions on heroside that most players tend to simply drop nowadays.
When's the last time you actually got a team together to take out some Clockwork in Boomtown for the Security Chief?
I'm thinking around issue 2.

For some, yeah. It can be a lot easier to get an 8 man team of 45-50's to go through the STF and choose a Hami O at the end, especially when you realize that a lot of people lag like crazy in the Hive.
However, if you still want to run Hami Raids I know that Guardian has one every Weds night.
I leveled up my most recent 50 (WP/Fire Tanker) primarily through the Hazard Zones that had story arcs in them (Hollows, Faultline, Striga, Croatoa, RWZ). Since then, I've kind of stayed away (except for Faultline, my favorite zone).
I wish Hazards like Perez Park, Boomtown, Eden, Crey's Folly, and Dark Astoria had their own story arc content to them so that people would have a reason to at least visit occasionally. Crey's at least has some missions set there, and are a good place to hunt Crey for all of those "Defeat xx Crey" missions that pop up.
I think a 4-Contact series of arcs about the attempted rebuilding of Boomtown would be a lot of fun. Due to it's location on the Paragon City map, maybe it could be caught in a tug of war between hero-side and villain-side. It's a cool map; there's just not a lot to do there.

totally agree with that point, I miss the days of going through a couple of those zones and just hunting trolls or whatever the local enemy was, we used to do alot of Skyway highway hunting too because of the many LTs and Bosses you can usually find in small groups so it was quick, anyways if not increasing the XP maybe increase the drops or something to make it worth while, but then it would be back to no one running missions and everyone just hunting/street sweeping
