Stone/SS for survivability
I could see that, how does SS stack up? I've never played SS on a tank past level like, 4. :P
idk maybe stone/DB or something with Stone
ice/fire (you said no willpower).
ice/ gives EA, so your blue bar is ALWAYS up and you can let loose.
I always recommend ice/ or wp/ for first time tankers. EA is at lvl 26 or 28 (I forget), so you do have a few levels to go to get it.
but add in your damage aura, combustion and FSC, and you have an aoe monster. Plus, IF YOU WANT, you can use IO's to help cap your defenses. I do recommend tough+weave, as tough will take the bite out of attacks that do get through, and weave+ice armor == happy times.
Your only real weakness is psi and (to a lesser extent) fire. But EA makes the set (the other powers are great too), so you can unleash firey doom (doom! doom! doom!) on your foes.
I dont recommend stone, as pre granite, its a bit squishy for my taste, and post granite, the -recharge and slows are lacking quality of life.

well, I'm not new to tankers, I just need a new one, I've got a late 30s fire/stone and a late thirties stone/ice if that helps.
Fire/stone can't stay up enough, and stone/ice is way too slow for kill speed.
Don't know if that changes your suggestions at all, but I'll keep ice/fire in mind
Shield/SS, I just got mine to 50 last night, and it really is a blast. The [potential] three aoe's, shield charge/footstomp & fireball are a great chain, and even a general IO build can stand up well if you just throw in tough/weave.
not at all. ice/fire is just a monster that doesnt ever need to slow down or rest. Go fire APP, and have a blast.

Definitely narrow your search to ice armor or shield defense, since you have not done a defense based tank yet.
As for your secondary.... if you go shield, take a secondary with a self heal. If you go ice.... ice is pretty much self-contained. I have a 50 ice/SS and ice is really well-equipped. You have a +HP power, an END recovery power and a panic button power. Shield does have a different feel to it (my shield tank is 36) and it has some pretty serious offensive power in the primary. If you want to focus on damage output, shield would be good.

Inv/Dark. At 35 I'm running mostly common IO's and it still feels like cheating. It's freaking ludicrous.
Shield/SS is also fun. Just make sure to say goodbye to your endurance before putting it on the bus to Anywhere You're Not. But man, oh man, is Shield Charge followed by Footstomp fun.
Shield/SS is an endurance sucking monster especially if you take Hasten because the endurance crash on Rage can be an uncomfortable thing to manage. Also, the clicky mez protection can be a bugger on a bad internet connection like mine - I solo a lot because sometimes, what I click won't be clicked and I'll have to bail on a spawn I could otherwise handle.
Ice/Dark can hold all the aggro in the world. All of it.
Fire/Dark is very, very scranky, and is a great addition to team situations.
Lots of shield suggestions, how does shield do when it comes to holding aggro? would I need an AoE heavy set like fire to keep everyone on me?
Any tanking combo can hold agro and that has more to do with the person behind the toon then the strength of a particular AT combination.
Shields is a fun set and plays similarly to Ice except that it doesn't have Ice's go power. The trade off is that you do more damage and get a really cool extra attack.
I would say give Invuln/SS a try out. It's cliche, but it's cliche for a reason
As for secondaries, WM is a nice set with more options in the AOE department and great mitigation. DM is also a really nice set and compliments Shields really well. SS is my favorite set in a vacuum, mostly because I love the Rage mechanic over Build Up.

You get a taunt aura (I have 3 slotted w/ taunt) that's an instant aggro magnet.
Actually on an itf Fri the team commented on how well it was pulling aggro without having Taunt (couldn't fit it into it's build sadly).
Stone/Fire
Stone: You will be able to get up and go to the bathroom while fighting Lord recluse... Nuff Said.
Fire: Solid AOE for getting and holding aggro, Damage. So much damage you'll get the question: "You're a tank?"
The title explains it all, I want a new tank, and I want to be able to hold aggro, and be able to take a beating.

I'd like secondary suggestions too
Not ridiculously IO dependant
I'm open to all other primaries and any secondary, tell me what you can do as whatever, I'm lost as to what to make!
