Wrong, change the LOTG Defense to End/recharge. It'll be cheaper and you'll get better end reduction with the same defense. And if your toggles drop it'll recharge faster. No wonder ninja gets pwnt all the time...jeez.

Actually the end is not even a question when using MoG. If want more recharge drop the 4th Lotg and standard IO recharge. The defense lose is minimal. And doing that you can roughly 5 secs more recharge.
Lose the 9% acc but have enough looks like
yea i thought it was a def toggle, but still but the lotg defense is way more expensive than the end/rech.

Hey, yeah yoy could slot 1 lotg 7.5% in mog and 3 io rech, to make mog come up a tad faster, but with perma hasten rech isn't that big of a problem.
and for the phase pool.... there are 2 ways to build a regen, first is Recharge and acc, the second is defense. I personally LoL @ Phase on a regen. if your healing sucks enough that you need to phase something might be wrong with your toon. imo. Yet again this post is all imo seeing how this build is my opinion for Mr. Sword.

Damn should have bought purples in the last issue. Yeah with MoG I figured all you really want is recharge first.

It isn't really a question of heals 'sucking'. There are times when you will get spiked by several players. If, and that's a 'big' if they don't have Phase as well, you can Phase/Reconstruction/DP then emerge and keep going.
My Scrap is at around 70% global recharge and carries Phase as well.
You can also consider that getting kills in early, you have the option of Phase if the match/zone tilts go away from you.
The two Stealth powers also allow you to slot additional LOTG 7.5s. Seen my share of Scrapper (Spines/Regen among them) and Stalkers with Phase in their builds. It's really just too good a power to pass up at times, even with the "Phase on Phase" combat.
