There is no guide to those powersets together, but there is a very nice Shield Mace guide which you can use for pointers on your Primary.
Block ‘n Bash (A Shield/War Mace Tank Guide)

Likewise for Energy Melee, GlaDogs Fire EM guide is out there with sample builds and slotting advice that you can use for your Secondary.
GladDog's guide to making a Fire/EM tanker ver 3.0

Shield charge plugs the "I only have one lame multi target attack hole nicely."
You get 2 GREAT single target attacks with a side of Stun.
Whats not to like about that?! I think you will enjoy SD/EM.
I'm liking mine.

Ty VERY much for the response.. Im very new to COH and wanted to play a tanker... Is this a bad choice for starting off?

There is no bad choice for starting off as a Tanker, really. If you like that combo, go for it. My Shields/EM just hit 20 today and I am enjoying it as well. The most crucial suggestion I would give you is get Stamina as soon as possible. It can make the game tons more enjoyable when you aren't worrying about needing Endurance after every fight.

I just got my SD/EM tank, Terminal Defense, to level 25, and I am having a blast. I am impressed so far at how she is doing. Though I have to concur with Myr's advice on this one, Stamina is a must have. Even with it I find my endurance draining too quickly. This may be a slotting issue, but I could not play her w/o Stamina.

Wait a level. You'll want Shield Charge to have your babies. It's definitely one of the most impressive attacks in the game, even unslotted.

They ALL float down here. When you're down here with us, you'll float too!

Hey Tymmeh
was away from the forums for a bit actually playing =).
All tank primaries and secondaries give you the tools to be a good tank. Its up to you to use them that way, but all the choices can equal a great tank.
I like the combo.
I have an Invuln/EM tank in his late 40s and he can take impressive amounts of damage.
I think my Shield EM will be slightly less capable than Invulnerability in taking damage,
but more capable at dealing it!
Not that dealing damage is our primary job, but its still alot of fun to do it.

EM excels at single target damage. On a single target basis it can really dish out the hurt, but it lags behind Axe, Mace, Fire, and DB for Area Of Effect attacks, EM only gets one AOE.
Shields has Against All Odds a handy Taunt aura and damage buff that debuffs bad guys (ensuring they hate you) and boosts the power of all your attacks.
So with shields your attacks do more damage, Your AOE attack whirling hands will make bigger orange numbers go loating up and your really big guns will do the kind of damage thats not covered any medical plan!
Shields also has Shield Charge.
Shield Charge is AOE goodness at its finest!
When it is up and boosted with fully saturated (10 bad guys near you) Against All Odds buffing it, You will feel like the Thing when its CLOBBERIN TIME! You get to hit a pile of guys with about the same damage as your great single target attacks! and they get knocked down to boot!
Well knocking bad guys into piles just makes you feel good all over!
So YES I think you will like it!
