Power choices for TF team?

Some RL friends and I have decided to make characters specifically to run TFs and our former tanker wants to be the Rad/Rad Defender so I get to tank. I'm a scrapper at heart and I'm a bit worried about his healing/debuffing (he wasn't a great healer in other MMOs.)

So I need ideas on a survivable tank that can still FEEL like I"m doing dmg (the scrapper in me.) I was thinking Dark Armor or Shield Defense....thoughts?

With a static group, you should have little trouble tanking tf's with any tank. Dark and Shield wouldn't be my first choice for a super tough tanker, but either will get the job done handily.

Shield paired with Axe, SS, or Stone would provide a lot of mitigation through knockdown, and AAO definitely lets you do some extra damage. Opening with Shield Charge and following with an AoE should handle aggro concerns, and put a big dent in any enemies.

Dark comes with a damage aura, something I'm a fan of because of the immense damage it can put out over time, especially since you'll be in the middle of the pack. Being able to stun and fear minions can cut down a lot of incoming damage. Fire would add a lot more AoE damage, but nothing by way of mitigation. EM and Mace allow for stacking stuns, though I'd pick Mace over EM due to EM's lack of AoE.

If not set on dark or shield, I'd recommend Inv/Stone. Inv is a solid set, and stone adds good damage and mitigation on top of that.

For a regular team to do task forces, the tanks main concern is usually the AV. If your pal takes the big rad debuffs and uses them, pretty much anyone can tank the AVs. So, you want a reasonably tough tank that does decent damage.

If you're thinking dark or shield, I'd say go with shield. A defense set wouldn't be my first choice for fighting lots of AV's, but with your pal playing a rad, the AV's are gonna be gimped. My shield tank is currently level 34 and I'm quite pleased with the set.

I've only played dark armor on a scrapper, but it's certainly a good set also. I'm recommending shield because you said damage was very important. If you really want damage, pair it with Super Strength. Rage is an 80% damage buff. Yes, Rage hits you with a defense debuff when it crashes but trust me; it's not a problem for a defense set. I have a lvl 50 ice/SS tank.

Static teams, either balanced or unbalanced (8 fire/rads) usually have no issues doing TFs, I tanked the last one of those I was on using a human only WS (mez prot from the emp, provoke and orbiting debt for aggro), so it's not difficult.

I also took most of the alphas on the other 2 I was last on with an AR/dark corruptor and an EM/WP stalker.

It only gets difficult (and not impossible) if you decide you need a challenge, and do your TFs v +5s all the time. We showed it was possible (although not fast, pretty or debt free) to do Citadel v +7s.

DA/Superstrength and Shield/Superstrength are both very good TF tankers with great burst damage potential. If you have access to a cold/*-def DA is preferable, otherwise Shield is a little bit better. If you run your TFs with a Lvl 32+ Kin there would better choices than Superstrength, for example Fire or Warmace.
