Are you sure? I've done the Praetorion one with a 41 scrapper while sk'ed. You can't start it but I think you can be sk'ed into a group doing it.
Task Forces and story arcs missions are different. Try to start a Statesman TF with a sked lvl 41 and you will not be able to start it or take part in.

That isn't a task force. It's a story arc. Story arcs have no level limitations. Task forces usually require a group with everyone at a minimum level to start. They tend to be a bit longer usually and are harder usually. You also can't add more members once you start and once you quit the group you can't rejoin the same group later during the task force run. You can however logout and continue later without quitting the group.
Grr sorry to ask another question but cant find my answer n e where, not sure if I am bugged or what but I cant seem to get into an AE mission, maybe I'm doing something wrong? Arent there some solo ones? I did a search for SOLO and read the description of the mission and it said it was made for a SOLO character.. I went to the blue screen.. selected the mission.. the arch. options pops up on my compass.. but, when I go to the green portal and click to go in it says CANT ENTER, also I clicked my missions tab and didnt even see the mission under that so idk 
Talk to the person that appears outside the portal once you select the mission on the computer.

Careful with custom missions too, a lot of custom enemy groups are crazy powerful. Especially bosses.
The menu / costumes thing is:
When you reach levels 20, 30 and 40 you can go to a tailor of the right level and do a mission for them, to open a new costume slot. You can also exchange "halloween salvage" to a contact to gain a 5th, non-mission slot at any time.
The menu/costume option is there to change which of the 5 possible costumes your toon is wearing. If you buy the magic pack, that also comes with the option to use a "costume change emote" too.
