Check to make sure the room you're trying to place it in can take more workshop items. That would be my first guess.

When you are in edit mode, there are two bars at the top right of the item selection menu. A green bar and a red bar - these tell you how much energy and control you are producing and how much you are using.

Yeah, he should be able to. Besides, the linear accelerator doesn't use power or control.

uhmm what room are you trying to place it in? Could that be it?
Do you have permission to place items in base with that toon?
are you in the right edit mode? check "add personal item"
Ignoring anyone is a mistake. You might miss something viral to your cause.
What about the total empowerment items possible for the base...if you have more than one large workshop you can hit that item limit. Or if you used a lot for decoration.
the edit mode responses are more likely though...8-)
