OB or team with someone who has the missions with the badges you need.
I'll point out something here. The paragon of vice badge is in willy's flashback arc. Other villain badges might appear 1 section lower than the contact.

I don't think it's so much a bug or glitch as it is the msiconception that Contacts run in 5 level unlockable blocks (unlocked by player level) which actually run from the 5 and 1. count to the 4 and 9 and not the next 5 and 10 level. Although there are some vagaries now; contacts like Percey (redside) would unlock at 10 and give missions (unless in a Story Arc) only through level 14. I 'slowleveled' toons to verify exact levels missions became available back in the day.

Hi, I'm new to badge hunting but I'd like to get some accolades.
My question is, my main is lvl 50 so how do you generally get your badges that you should have gotten at the lower levels? Like for instance the marshal accolade requires the paragon of vice badge and that lvl range is between 10-20 or something. Do I have to use the ouroboros missions or is there another way?
