You can get an outfit pretty close, but they have some unique costume parts that you won't have access to, such as the leg holsters and such.

p.s. the vanguard look pretty tight too, please add those as costume parts recipes if they aren't there already
Vanguard Pieces are available through Vanguard Merit purchases in the RWZ.

Only thing I found out is... there is no Vanguard pants. 
I came pretty close though.

Yes there are. Go to the Rikti War Zone and buy the Vanguard Hips costume piece with Vanguard Merits. Here's the link to the costume page: Vanguard Costume

The hip armor you are talking about is the Vanguard Belt. The only part that is not accessible is the Back Plate you mentioned.

Ah yes, you don't see those ones often. You're right, they're not available.
For the record, Tech Wings go very well with Vanguard costumes.
I wish we had a 'thighs' costume slot, character legs look so bare.
Is there any way to get a red and white (that's freedom corps ya?) outfit? I'd like to have one for when I PvP. I understand that I can make myself a red and white outfit...but I mean is there any way to unlock/buy the chest logo and/or other necessary parts?
