So, go for +rech, or damage procs?
For Doms Rech= more damage, personally I'd slot the Kinetic Crash.... I'm sure others will be along shortly confirming this. There is no problem slotting something like Mako's Bite in a power that may not take the rech bonus. I think Mako gives you 3% global dam 4 slotted. Good Luck!
what? since when?
/ That is a negative Hyperstrike, I just checked my recharge totals in the combat attributes window and all are working!!
edited for confirmation
Since when does Kinetic Crash have a proc?
Hyperstrike is probably thinking about the proc in force feedback, while early girl is talking about the recharge set bonus after 6-slotting with kinetic crash.

Well, generally speaking, for any AT "more recharge = more damage" of course. However, with I15 just around the corner, more recharge won't mean "more damage" in the same way that it used to, in that Domination will no longer grant a +dmg bonus, so having it "perma" would only be useful for it's added control and mez protection.
But yes, more recharge, will in the end still normally equal more damage. I just wanted to clarify what was said.

It worked like 6 months ago on my Crab. Did I14 break it?

Dragos Bahtiam - 50 Fire/Ice Blaster - Lib

I have the proc slotted in Footstomp and it goes off often.
The only Dom attack I'd go out of my way to proc for damage is the AOE immobilize. With a wide area of effect, low base damage, high target cap, and fast recharge, it's perfect to proc heavily.
Well, I'm enjoying four damage procs in Arctic Air, but I'm not sure this is germane to the OP's question ...
Working on 2 dom's at the moment, 1 is a Plant/Thorn, the other a Grav/Psi. Plant/Thorn I think I've got covered, Grav/Psi, not as much. I have a few KB powers in that combo that I can load with Kinetic Crash for cheap +rech, or I can slot them more normally, and load in kb set damage procs, but not get as much +rech, etc, etc. So, should +rech always be the Holy Grail of doms, but since I15 is apparently going to change base Dom damage, hmm, any thoughts?
