Power Build Up for Trick Arrow? (Debuffs?)

For TA, PBU will:
Increase -ToHit on Flash Arrow
Increase Immob duration on Entangling Arrow
Increase -Run Speed in Entangling Arrow
Increase -Run Speed on Glue Arrow
Increase Hold duration on Ice Arrow
Increase -Run speed in Ice Arrow
Increase Sleep duration on Poison Gas Arrow
Increase -Defense on Acid Arrow
Increase Damage on Acid Arrow
Increase -Defense on Oil Slick Arrow
Increase -Run Speed on Oil Slick Arrow
Increase Hold duration on EMP Arrow
Increase Endurance Drain on EMP Arrow
Increase Special Damage to Robots on EMP Arrow
And I think that's about it. All the "big" debuffs though? Nope. Neither PBU nor any other buff will boost them.
And by "big," I mean things like -RES and -DMG.
Personally, I love having PBU available. It's super nice for when things go south and you can pull out a PBUed EMPA. Over a minute of not having to worry? Yes.
Plus it goes great with Vengeance.

Any epic recommendations for a TA/Arch? Being able to survive better or do more damage would be nice.

For survivability in an APP, I'd probably go with Psi.
Two Holds and an AoE Sleep? Not bad.
Dark can give you more potential damage boosting with Soul Drain, but as a TA/A and being rather range-centric, I try to stay out of melee for the most part.
Honestly, I'd look to IOs for increasing my survivability over the APPs. That and really look at my tactics with the powers I have. A nice dose of Ranged DEF can really help out.

I recently dusted off my 4 year old TA/A (my first 50) and respec'd and played today...wow...it has come a long way. At the rate it is getting buffed, it will be the next FoTM in a few issues. I still remember the "my ta/a can't kill a regen scrapper who is sitting there doing nothing with his toggles off" thread...lol
To be honest, I have been villain-side lately and it was the going rogue expansion that tempted me to play my TA/A again.
I used to have the psi epic but switched to power. I think rush is right and psi does offer more safety if that is what you want. tough+epic shield should make you pretty durable though. If you want to add in aid self, you will be really solid IMO. Yeah, I realize that's two pool picks right there, but you asked...
I also play at ranged but when your team has fulcrum you have to do this little dodge where you come in most of the time for fulcrum and then run away again for fistful, etc etc.
As rush says., power build up+emp makes you pretty safe. So power doesn't have all of the control of psi but it does give you an oh *&#@ button that's pretty good.
With psi you are definitely never afraid of bosses when soloing though, what with tk and dominate, and they are up all the time.
As rush says, dark is a good epic choice if you like melee. The only problem is that ta/a is so ranged-focussed and fistful doesn't work (nearly as well). I suppose if your secondary is electric or something, dark would be a good choice for epic.
Electric epic seems fine as well, but the immob in it doesn't offer anything because you already have entangling and although power sink is super-sweet, my ta/a doesn't really have endurance problems.

Dark Mastery is god mode for TA/Archery, TA/Dark, TA/Psychic, TA/Rad and TA/Sonic defenders. Each of those secondary powersets has a Stun that can be stacked with Oppressive Gloom, giving you the ability to control bosses with a single click, and in only ~2 seconds.
Practically all of the minions in the game are vulnerable to Stuns, too, so they instantly cease to be a problem simply by allowing them to get close or deliberately wandering into the middle of them. That, in turn, frees up your other controls to use on lieutenants and bosses. With OG and your other controls, you can manage a spawn almost as well as a controller, but with less activity on your part because part of your control is constantly working without the need to be activated every X seconds.
Once you have your spawn controlled, pop Soul Drain, hop back to your preferred range and unleash hell.
I don't even look at the other APPs any more, I default to Dark Mastery for all of my defenders. I actually look for ways to leverage it, such as sneaking up on Rikti Mentalists and Malta of all sorts and giving them a taste of their own medicine (perma-mez them and slowly cut them into little quivering, screaming pieces, laughing maniacally the entire time).

Good advice. With just a small amount of Ranged Defense, TA/anything can be exceedingly safe. IOs fix everything, even powerset design flaws.

I'll have to try dark in an alternate build. Maybe I will just ditch fistful for that build and use explosive... My fistful has a fair amount of range enhancement on it, but that makes me want to stay as far out as possible to get the widest spread.

I'd recommend trying it with Fistful before making that decision. In my experience with TA/Dark, using two cones, I haven't had any trouble using OG offensively when I need to (such as when i'm facing Rikti Mentalists) and still using my cones effectively and efficiently (meaning, catching entire spawns in them).
Of course, I also have Hurdle three-slotted, Combat Jumping and enough +Movement from IO set bonuses and other sources to give that character a total Jump Speed of ~53 mph, so bouncing into and out of spawns is relatively easy for me... and something I'd be doing anyway, for no good reason other than the joy of bouncing... *shrug*

For dmg, you're back to PBU which puts a serious kick behind an attack chain.

here's what I'm using, I'm at 45 right now and seems to work pretty well. I'm still up in the air about my 49 power, if I think I can afford it I'll take assault or tactics, but if the end drain seems like it'll be too much I'm going with resuscitate

Why /duel is a bad idea
I don't see in the detailed info where it improves debuff power. Does it? If so, is it worth it for a TA Defender?
