It's always better to get as low a level Stealth IO as you can possibly get a hold of (drops or purchase) so that you can slot it that much sooner. Which is why the lower levels ones are usually more expensive. Yeah, the level 50s are cheap, but do you want to wait until you're level 47 to finally be able to have stealth (or to stack with your other stealth power)?
