Sure, why not. It'd be a feature that almost no one would actually use, but I can't see any way it could possibly hurt anything.
Just put a timer on it like costume changes so you can't spam it.

I've said it before; I'll say it again. Everything need to be a game mechanic to be RP'd? One cant just type out some praise for a player or teammate? If one is too lazy to RP something thoughtfully; why RP?
This time I'm honestly not trying to be snarky. I really dont get it.
Just make a keybind to praise a $target with "Wow! I heard that $target really laid the hurting down on the CoT." or somesuch. You wont often be wrong, and nobody but the $target will know if they even came near any CoT in the past month anywho.

To be fair, Ninus, I think he meant something that would generate an applicable compliment, directly relating to whatever that person has been doing. Preset phrases, reading the same flags NPCs do, so that your comment will always be correct, since you couldn't really know what they have been doing.
Still, though...I don't see much point. I would rather see a second newspaper/radio menu showing recent activity. I.E., "Capt. Stormrider rampages through Brickstown!". If I'm in the zone, and have just completed a Brickstown Mayhem, it adds a random chance of that article appearing on the secondary page. Similarly, radio chatter heroside about recent exploits. Not necessary, but would be an interesting little flavor added to the mix.

You know how NPC's can walk past you and say "I hear Mr. X has been kicking Vahzilok butt lately!"?
I think for RP purposes it would be cool if they added the abililty to do that in the right click menu on players.
That way you can praise your fellow players accomplishments in game just as if you had really read or heard about them in the game.
