Hello my friends of CoH my name is Mr Amazing and for sometime now i have not been able to find out how to get or buy IOs! So if anyone can help me out that would be great!

You can find recipes by defeating opponents. You can also use merits or tickets to buy the rarer recipes or random IO pool rolls.

You can also buy recipes (or crafted enhancements) off the markets, in-game.

You then take these recipes to a university (scattered throughout the City and Isles) and use a crafting station to combine the recipes with salvage to make the IO.

What you're asking right now is like asking "What are the names of the characters on Infinity?" There are a lot of them.

No offense, but this seems like a very basic question. One that makes me wonder what exactly you're asking.

There are a lot of names to the IOs. There's your basic Invention: Accuracy (40) type recipes, and then there are set IOs, that have various names, such as Mako's Bite: Dam/Acc, or something like that.

What exactly are you asking? Did you go through the invention tutorial in-game and read the content there?

There are many many IO's. You get the IO's from recipes. The link above at the Paragon Wiki site will give you all the info you need.

P-wiki is your friend! I have the main page here bookmarked along with several individual pages of it for reference.

The short answer is that IO's are crafted using recipes & salvage. There is also a "crafting fee" attached to each recipe. Crafting tables can be found at the Universities. There is a tutorial on crafting through the University contacts.

Recipes & salvage are part of the drops you get when playing missions. You can also buy them at Wentworth's Consignment (auction) House. Be sure to talk to the representative at the center of the WW floor for details on how the auction house functions (fees & such).

At level 10, you are directed to an Invention tutorial in Steel Canyon as a Hero, or Cap Au Diable as a villain.

Yup. Do that and read it.

... do it at 12, get a level 15 Acc IO, and use that in place of an Acc DO. Higher percentages 'til you hit SO levels, and they don't expire.

Every bit of INF saved helps.
